Background
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Civil Engineer with its Head Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

NOTE: This is a short-term position; expected duration of appointment/assignment is about of 5 months and 29 days.

Tasks and Responsibilities
     
   

The incumbent is under the direct supervision of  National Building Management Officer provides support to field offices on matters of building construction, maintenance and installation, ensures  execution and supervision of the construction  projects in all SMM locations. Particularly performs the following duties: 

 

  1. Provision of feasibility analysis and recommendations for the execution of the construction  projects in all SMM locations;
  2. Providing technical expertise, design, keeping control of construction/reconstruction of building facilities, supervision of ongoing construction projects. Evaluation, review and revise of project documents and analyze of design specifications included to the project proposals for accuracy, soundness, feasibility and cost;
  3. Preparation of bills of quantities, scope of works documents, terms of references and other technical documentation used for construction projects implementation;
  4. Providing technical and structural requirements for the tendering of new constructions, including offices and accommodation re-partitioning, central ventilation systems re-adjustment, waste disposal planning, basic sanitary systems planning;
  5. Providing all the required support in planning and implementation of office refurbishment/reconstruction/modernization and upgrading in Kyiv and field offices;
  6. Ensuring that the SMM office environment is properly designed so that it complies with international and local building standards in respect of health and safety and that use of available space is maximized and encourages a productive working environment;
  7. Providing all the required support to field offices on matters of building construction, maintenance and installation;
  8. Participation in evaluation of proposals for facilities related projects, conducts preliminary site investigations to obtain required field data, provides an engineer assessment as a member of a Tender Evaluation Committee for the contractors' proposals for the construction;
  9. Preparation of preliminarily technical reports/assessments on potential facilities to be leased for opening Forward Patrol Basses (FPBs) in regions upon request;
  10. Making recommendations for resolution of problems in civil engineering areas;
  11. Performing other duties as required by supervisor.
     
Necessary Qualifications
     
   
  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • A first level University degree in Civil Engineering or Architecture;
  • Minimum 2 years of experience in building design;
  • Practical experience working as Civil\Design\Construction Engineer;
  • High degree of personal initiative and willingness to accept wide responsibilities;
  • Ability to provide technical and procedural advice in a broad range of engineering areas;
  • Ability to design and operate common database software, spreadsheet and project management applications;
  • Professional fluency in English, Russian and Ukrainian languages, excellent written and oral communication skills in the mentioned languages;
  • Ability to deploy to remote locations on short notice for limited duration;
  • Excellent interpersonal skills, ability to establish and maintain effective working relationships in a multicultural, multi-ethnic environment;
  • Computer literate with practical experience in Microsoft Office applications;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment;
  • Flexibility and ability to work under pressure and with limited time frames.

Remuneration Package
     
    Monthly remuneration, subject to social security deductions is 1,691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale.
