General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

Demonstrable organizational skills
Proven ability to communicate effectively, both orally and in writing
Demonstrable interpersonal skills and documented experience in negotiations
Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
Negotiating experience, preferably in the area of monitoring operations and/or related activities

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in business administration, international relations, operations management, or related field; or graduate of a national military, police or emergency response academy at officer level with subsequent experience running 24/7 watch or control centres

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

Minimum of six years of relevant professional experience in any of the following fields: supervisory or senior level in military, police, emergency response, international organization, aerospace watch offices or control rooms; or experience in running operations or duty offices in deployed field activities;
Experience in managing staff with diverse experience in volatile security environment;
Experience in exercising responsibility for operational, personnel and administrative management of operations and activities conducted on a 24-hour basis, including management of shift workers;
Proven ability to draft, edit and produce concise and coherent daily and weekly reports incorporating narrative, visual and tabular data, within tight deadlines;
Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
Demonstrated critical thinking and problem-solving skills and the ability to work under pressure;
Ability to assess situations and react rapidly, as well as to adjust and cope with changing tasks and priorities;
Proven experience in managing the operations of military, civilian government or intergovernmental organization watch rooms, or control centres, conducting remote monitoring of volatile field activities using cameras and other sensor platforms;
Experience in the design and implementation of workflow improvement programmes for watch offices or control rooms;
Experience in the application of technological monitoring systems to the monitoring of conflicts and/or ceasefire regimes;
Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Ability to operate Windows applications including Word, Excel and Outlook, as well as familiarity with internet search engines and techniques.

Desirable:

Working knowledge of Ukrainian and/or Russian language(s);
Experience in working in an international environment;
Experience in working in Eastern Europe and/or knowledge of the region;
Experience with Access or other commercial database products.

Tasks and Responsibilities

The Mission, in line with the OSCE SMM Gender Equality Action Plan, is committed to improving the gender balance among staff in all areas and levels within the SMM. Currently female professionals are underrepresented within the SMM, including in the Technical Monitoring Centre (TMC) and management roles. Female candidates are therefore strongly encouraged to apply for this management opportunity.

Initial duration of assignment for this post is for a period of 12 months, with a possibility of extension, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

In order to effectively use, manage and store information received from the technical monitoring means, the SMM established a Technical Monitoring Centre (TMC) under the direction and supervision of the Operations Unit. Live feeds from SMM technical monitoring systems including cameras and acoustic sensors are transmitted to the TMC for 24/7 monitoring and recording of Minsk agreements violations, and development of real time situational awareness and a common operating picture for the Mission.

Under the overall guidance of the Head of Operations and direct supervision of the Deputy Head of Operations, the Chief of the Technical Monitoring Centre will be responsible for the overall operational, personnel and administrative management of TMC 24/7 operations and activities. The incumbent will be responsible for workflow management, process improvement, information flow planning, co-ordination and integration with other SMM sections' work efforts. She/He may be conducting her/his work in the office and field locations in Kyiv and in eastern Ukraine. Specifically, the Chief of Technical Monitoring Centre performs the following functions:

Ensuring the quality, format and timeliness of daily and ad hoc reports produced by the TMC;
Providing subject matter advice and technical expertise to the SMM technical monitoring centre;
Developing and implementing optimal monitoring mechanisms to ensure the quality of TMC outputs and results; establishing effective co-ordination, monitoring, information sharing and reporting systems;
Managing the TMC personnel and function, including co-ordination with eastern monitoring teams (MTs) leadership on issues related to their access to the mission common operational picture via technical monitoring feeds in the MTs and Hubs;
Preparing and delivering briefings and reports on TMC function and products;
Ensuring establishment and maintenance of proper electronic and paper filing systems;
Managing and co-ordinating the work of around 40 staff;
Performing other duties as assigned.
