General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
University education in international studies, public policy, political science or law or related fields
Diplomatic experience or experience working in political affairs with international organizations or governments
Experience in preparing analytical reports
Excellent communication and drafting skills
Knowledge of regional political history and developments
Diplomatic and negotiating skills
Some knowledge of the OSCE principles and commitments
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset
Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Advanced university degree in political science, international relations, law, business or public administration, or other related fields; a relevant combination of academic and professional experience will also be accepted in lieu of an advanced degree
Extensive professional experience at a senior management and policy-making level, preferably within an international environment, national administration or the private sector and a proven track record of high-level managerial experience
Professional fluency in the English language
Demonstrated ability to identify strategic issues, link overall objectives and goals to the activities of the work units, to generate and communicate broad and compelling organizational direction, and to inspire commitment from others
Ability to translate political mandates and requirements into managerial action; ability to mobilize effective support from within and outside the Mission; ability to effectively co-ordinate activities of multiple work units to achieve overall objectives
Ability to co-ordinate and monitor the work of others, requiring an in-depth understanding of strategic direction and overall objectives; ability to lead and supervise staff
Proven ability to develop and implement integrated plans of action; demonstrated ability to plan, organize and monitor progress of the work of others; demonstrated ability to identify priority activities and adjust resources accordingly
Strong communication skills (written, verbal and presentational); ability to communicate strategies and complex concepts; ability to convey persuasive and convincing positions
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments
Cultural sensitivity and political judgment
Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
Ability to operate Windows applications including word processing and email
Experience in working in Eastern Europe and/or knowledge of the region
Experience with the UN common system and/or other international organizations
Knowledge of Ukrainian and/or Russian language(s)
Tasks and Responsibilities
Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE
accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
The incumbent reports directly to the Chief Monitor and is a member of the Mission's senior management team.
Acting under the authority delegated by the Chief Monitor (CM), the Chief of Staff is responsible for the following functions:
Manages the flow of information within the Head Office, and in particular ensures coherent and integrated communication and information sharing within and between Head of Mission's Office and Programme Managers;
Co-ordinates and oversees the work of the Mission's Planning Team, the Interpretation/ Translation Cell and the units in the Chief Monitor's office;
Co-ordinates and oversees the preparation of the Mission Implementation Plan to ensure optimal internal synergy and conformity with the Mission's overall strategic objectives;
Co-ordinates and oversees programme evaluation to ensure optimal effectiveness and performance;
Oversees the preparation of inputs on cross-cutting issues;
Internal to the Mission, represents the CM/DCMs, as required, on issues related to the substantive work and management of the Mission;
Advises the Chief Monitor and Deputy Chief Monitors (DCMs), and the senior management team on planning and the co-ordination of substantive and managerial objectives;
