Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General and the Chairmanship; in leading work on all aspects of the conflict cycle, and supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

 

The Programming and Evaluation Support Unit (PESU) assists the Secretary General and the Chairmanship in the implementation of the Organization's Project Management framework and standards, in line with the Common Regulatory Management System (CRMS) and with the recognized international standards. It is the primary point of contact for the Chairmanship and participating States' delegations on programmatic and project management matters in relation to the Unified Budget (UB) process, as well as the Extra-budgetary contributions. PESU advises senior management and field operations on implementation of programme and project management as well as Performance-Based Programme Budgeting (PBPB) and co-ordinates all related training and coaching activities (i.e. strategic planning, programme management, project management) undertaken by the Unit across the Organization.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Director of Conflict Prevention Centre, the Chief, Programming and Evaluation Support Unit (C/PESU) assists the Secretary General and the Chairmanship in the implementation of the Organization's Results-Based Management framework and policy development, in line with the CRMS and with the recognized international standards. The C/PESU is the primary point of contact for the Chairmanship and for participating States' delegations on programmatic matters in relation to the Unified Budget process. With reference to Extra-budgetary contributions, C/PESU is responsible for implementation of the tasks assigned to CPC and for programmatic aspects related to donor relations. C/PESU guides and manages the Unit, advises senior management in field operations on implementation of Performance-Based Programme Budgeting and co-ordinates all related training and coaching activities (i.e. strategic planning, evaluation, programme management, project management) undertaken by the Unit across the Organization.

 

Specifically, the C/PESU will be tasked with the following:

 

  1. Keeping the implementation strategy and the methodology up-to-date and ensuring full compliance with the CRMS and with the recognised international standards, while striving to continuously increase the level of efficiency and effectiveness of the system;
  2. Developing and updating tools (such as guidelines, instructions, training and coaching materials, publications, etc.) as appropriate to respond to the needs of the Organization and of the participating States' delegations;
  3. Assisting and advising the Chairmanship and the participating States' delegations on programmatic matters in relation to the Unified Budget process; attending meetings of the Advisory Committee for Management and Finance (ACMF);
  4. In co-ordination with the Department of Management and Finance (DMF), assisting in the preparation of papers on issues related to results-based management for discussion with participating States; providing input to draft administrative and financial instructions generated by other departments within the Secretariat; 
  5. Participating in the technical review process of programmatic documents submitted on a yearly basis from the field operations to the participating States; 
  6. Assisting in the development and implementation of related training and coaching activities on strategic planning, evaluation, programme management, project management; providing coaching and training to units of the Secretariat on results based management matters as required;
  7. Ensuring knowledge sharing across the Organization via the identification of best practices and lessons learnt; 
  8. Preparing background papers and talking points for the Director of the Conflict Prevention Centre, the Secretary General and the Chairmanship;
  9. Serving as the main point of contact for donors (participating States and external actors) on methodological and programmatic aspects of extra-budgetary contributions;
  10. Performing other related duties.

Necessary Qualifications    
     
   
  • Second-level university degree in political science, international relations, or related field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • A minimum of eight years of progressively responsible experience with a national or international organization or relevant non-governmental organization in project related fields;
  • Experience in supervising a team; 
  • Experience in networking and managing a high number of contacts;
  • Professional fluency in the English language, with excellent written and oral communication skills; knowledge of other OSCE working languages would be an asset;
  • Extensive experience in project planning, implementation, management and evaluation, preferably in an international organization would be an asset;
  • Understanding of the specificity and sensitiveness of project/programme activity in the fields of democratisation, human rights, security, and rule of law in countries of transition would be an asset;
  • Experience in developing and delivering training courses in the areas of strategic planning, evaluation, programme and project management;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Demonstrated organizational, analytical and administrative skills as well as resourcefulness, initiative, maturity of judgement and team spirit;
  • Excellent knowledge of the OSCE and its area of operation, previous work-experience within OSCE would be an asset;
  • Demonstrated ability and willingness to work as a member of a team and colleagues throughout the OSCE with different cultural, religious and professional backgrounds as well as different gender, diverse political views and approaches to problems, while maintaining impartiality and objectivity;
  • Ability to operate Windows applications, including word processing and email.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 7,667, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
