The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, in particular with respect to minority rights throughout the country, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.
Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Tasks and Responsibilities |

|
|
|
|
|
Under the overall guidance of the Director of Administration and Finance (DAF) and supervision of the Head of Material Resources, the Chief of Procurement and Contracts is responsible for planning, management, implementation and control of all procurement and travel related activities of the Mission. More specifically, the incumbent will perform the following duties:
- Providing advice, recommendations and guidance to the Head of Material Resources and the DAF on all procurement and travel related matters;
- Developing the annual Procurement Plan in co-ordination with the Mission's Sections and monitors its implementation throughout the year;
- Conducting tenders for high value and complex goods and services; conducting pre-tender meetings with suppliers, organizes on site-visits and demonstration of equipment, goods or premises;
- Reviewing and approving Terms of References and Technical Specifications prepared by the Mission's Sections; reviewing tender documents prepared by the procurement staff; reviewing and approving Evaluation Reports of conducted tenders;
- Reviewing and approving all Purchase Requests (PRs) in Oracle and approving all Purchase Orders (POs) within the delegated authority; providing advice to the Chief of Material Resources on approval of POs above the delegated authority;
- Reviewing and clearing all Contracts, Framework Contracts and Lease Agreement and providing advice and recommendation to the Head of Material Resources and the Director of Administration and Finance on final approval;
- Supervising, co-ordinating and providing overall evaluation of the work of one Procurement Officer, one National Procurement Officer, one Senior Procurement Assistant, four Procurement Assistants and three Travel Assistants;
- Developing or modifying internal procedures, policies and guidelines in order to streamline, improve and increase efficiency in procurement processes;
- Liaising closely with other Chiefs of Sections within the Fund Administration Unit (FAU); acting as focal point for the OSCE Secretariat's Procurement and Contracting Unit;
- Presenting procurement cases for local Fund Material Management Committee (FMMC) for approval, and to the Secretariat FMMC if needed;
- Initiating market surveys for price benchmarking and identifying new suppliers, services and goods available;
- Delivering regular internal trainings on procurement processes in order to ensure transparency and accountability principles are implemented throughout the procurement process;
- Performing other duties as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of an OSCE participating State, excluding the citizenship of Ukraine;
- Second-level university degree in business administration, commerce, supply chain management, economics or related field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
- A minimum of eight years of progressively responsible professional experience in large procurement operations and contracting in commercial, governmental or non-governmental organization/company, preferably in an international context;
- Knowledge of and certification in public procurement procedures, such as certification from the Chartered Institute of Purchasing and Supply (CIPS), is an asset;
- Hands-on experience in drafting procurement-related documents;
- Computer literate with practical experience with Microsoft applications and in ERP systems and other computer applications relevant to the job area;
- Excellent oral and written communication skills in English; knowledge of other OSCE working languages, particularly Russian, is an asset;
- Ability to work in a deadline-driven environment, to supervise staff and to motivate a team;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure;
- Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
- Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration subject to social security deductions is about USD 5,887* to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are made at step 1 of the applicable OSCE salary scale.
