General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Professional experience in a related field, preferably in an international environment or within operational Missions
  • Proven operational and managerial experience
  • Strong analytical and problem solving skills
  • Strong diplomatic and organizational skills
  • Flexibility and ability to work under pressure and tight deadlines
  • Professional fluency in the English language, both oral and written
  • Ability to operate windows applications, including word processing and emails
  • Cultural sensitivity and judgement
  • Demonstrated ability and willingness to work with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the Mission area
  • Knowledge of the minorities rights mechanisms
  • Sound knowledge of the political and cultural sensitivities in the country
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Mission and Deputy Head of Mission, the Chief of Political and Reporting Unit:

  1. Assists the Head of Mission in defining general Mission policy; and in developing official stances on issues of the political importance for the Mission and the Organization;
  2. Advises the Head of Mission and Deputy Head of Mission on the political issues and as tasked, advises the Mission and assists the OSCE institutions on the political and other related matters;
  3. Analyses the political situation and developments in the country and the region;
  4. Maintains regular contact with Host Country political parties and personalities at the appropriate level;
  5. Liaises with the State institutions and government bodies, partner organizations, diplomatic community and relevant NGOs;
  6. Provides information/briefings to the third parties on the political issues upon demand;
  7. Directs and supervises the work of two international and three national staff members;
  8. Performs other duties as assigned.
