General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Second-level university degree in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree; certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive experience at management and policy-making level, including experience in an international organization;
  • Demonstrated ability to identify strategic issues, link overall objectives and goals to the activities of work units, and to translate political mandates and requirements into managerial action;
  • Proven skills in political analysis and reporting and in dealing with sensitive political situations and issues; cultural sensitivity and political judgment, with a clear understanding of the situation in the host country and South-East Europe, as well as the role of the OSCE;
  • Ability to lead and supervise staff, generating and communicating organizational direction, and to inspire commitment from others;
  • Strong organizational skills and ability to manage multiple tasks and unexpected demands; flexibility and ability to work under pressure and deliver within limited time frames;
  • Professional fluency in the English language, both oral and written; strong communication skills (written, verbal and presentational)
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views while maintaining impartiality and objectivity;
  • Computer literate with practical experience with Microsoft applications.

Desirable:

  • Experience working in an international environment in South-East Europe;
  • Working knowledge of Serbian language would be an asset.
 
 
 
 
Tasks and Responsibilities

This position is located in the Office of the Head of Mission (OHoM). The Chief of Policy and Co-ordination reports to the Deputy Head of Mission (DHoM) and is a member of the Mission's senior management team. Acting under the direction of the Head of Mission (HoM), the Chief of Policy and Co-ordination directs and coordinates the activities of the OHoM in support of the HoM and DHoM; advises the HoM and DHoM on complex and sensitive policy issues; and assists them in the implementation of their objectives. In particular, this position is responsible for the following functions:

  1. Acting as the senior policy and co-ordination adviser to the HoM and DHoM, ensuring co-ordination and integrated processes within the Mission; facilitating the translation of the Mission leaderships strategic vision and policy intent into viable tasks and priorities;
  2. Ensuring coherent and integrated communication and information-sharing within the Mission and between the Office of the Head of Mission (OHoM) and the Missions departments;
  3. Advising HoM and DHoM and making recommendations and proposals on a range of Mission activities, including mandate implementation, confidential and sensitive political developments, policy, planning, management and security issues;
  4. Co-ordinating the input of the Missions departments into HoMs or DHoMs briefing materials and ensuring quality control and accuracy of these materials; providing input into the Missions budget documentation jointly with the relevant OHoM unit;
  5. Establishing and maintaining close contact with host country government officials, representatives of other international organisations and diplomatic missions, OSCE Secretariat, Institutions and Field Operations;
  6. Ensuring the co-ordination of work within the OHoM and its interaction with other departments, including through the development, implementation and periodical update of standard operating procedures;
  7. Managing the OHoMs Executive Office and the Political, Communication and Reporting Section, supervising the mission members in these units, monitoring implementation of tasks and attainment of objectives, assessing performance and ensuring that staff development needs are met;
  8. Performs other duties as assigned.
