General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Graduation from a recognized police training school
Negotiating and interpersonal skills
Ability to read and utilise maps
Ability to perform first aid
Regular, active police service experience
Very good oral and written English communication skills
Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Police administrative courses on human resources management and general police management
Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Graduate of Police Academy equivalent to a university degree, supplemented by postgraduate degree in Advanced Police Management and Supervision, or in lieu of the degree, extensive formal and managerial training in other related fields
Professional fluency in English
Prior field experience in international police assistance projects, particularly those dealing with introducing of democratic policing, promoting police-public partnership, building police operational capacities, especially at the sphere of fighting organized crime, supporting the implementation of police reform, providing police training, etc.
Extensive police general managerial experience and practical experience at managerial level in implementing projects related to police reform, democratic policing, preventing and fighting organized crime, human resources systems in police services
Extensive experience in managing large teams and a proven record of effective strategic and operational leadership
Good communication, analytical, and planning skills
The incumbent must have the ability to establish and maintain effective working relationships with people of different national and cultural backgrounds, flexibility, and preparedness to work long hours and to travel to remote areas in the mission
Knowledge of the historical and current political situation of the Mission Area
Previous mission experience of similar function in an international environment.
Tasks and Responsibilities
Under the guidance of the Head of Mission and the direct supervision of the Head of Public Safety and Community Outreach Department, the incumbent will be the overall manager for the Police Development Unit and will manage the entire police programme. The incumbent will be:
Executing daily direct supervision over 2 internationals and second level supervision over 9 international and 11 local personnel under his/her command, including providing applicable to the post required organizational, administrative, financial and logistical decisions;
Responsible for proper planning, designing and reporting on completion of the OSCE Mission’s Police Development Programme in accordance with the Mission’s mandate and the Ohrid Framework Agreement;
Ensuring an effective management, supervision and control of OSCE funds, including extra-budgetary, related to the Police Development Unit. He/she is also responsible for budget revisions and preparation of new budget admissions for the Head of the Department’s consideration;
Advising the Head of Department and Mission Leadership on strategic issues related to police affairs;
Directing and guiding the implementation of the Police Development Programme by close liaison with and direction to PDU mid-level managerial staff;
Liaising with key law enforcement officials and developing a good working relationship with them;
Participating in the Departmental co-operation with international partner organizations to ensure the best use of the Unit’s resources, compatibility of projects and avoidance of duplication, with regards to Police Development;
Functioning as the main contact in all policy matters related to policing;
Ensuring that the police component of the mission is fully assimilated with other aspects of the OSCE Mission in the country;
Performing other tasks as assigned.
