General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Demonstrable organizational skills
Proven ability to communicate effectively, both orally and in writing
Demonstrable interpersonal skills and documented experience in negotiations
Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
Negotiating experience, preferably in the area of monitoring operations and/or related activities
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Second-level university degree/certified training course in a relevant field desirable
Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Strong leadership and managerial skills, including the ability to establish and maintain effective and constructive working relationships with internal counterparts at all levels as well as with relevant Host Country and international interlocutors;
Previous experience in monitoring, political and security analysis and reporting;
Experience in classifying and prioritizing information coming from the field in order to aid the Mission in defining its course of action in response to developments in the field;
Willingness to undertake monitoring in difficult terrain;
Good organizational, communication and inter-personal skills, including public presentations and briefing;
Ability to operate Windows applications, including word processing and e-mail;
Professional fluency in the English language;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Cultural sensitivity and judgement;
Flexibility and ability to work under pressure and within limited time frames.
Experience managing remotely-based staff;
Knowledge of one or more of the most common lingua franca spoken in the mission area;
Knowledge of the political-military history and recent developments in the mission area;
Significant prior experience in relevant fields such as law enforcement, civil society development, military observations or human dimension.
Tasks and Responsibilities
Under the direction of the Head of Public Safety and Community Outreach Department (PSCOD), the Chief of Monitoring Unit is responsible for:
Leading and managing the Monitoring Unit, including staff based at the Mission HQ in Skopje and at the Field Office in Tetovo. In conjunction with the Head PSCOD, developing strategies, guidelines and standard operating procedures for the monitoring teams. Providing guidance, help and support to the Senior Monitor Officers to transform the strategy into tactical plans. Evaluating and reporting on these efforts and ensuring that the monitoring teams operate in line with the Mission¿s priorities and standard operating procedures;
Analysing general security related developments in the AoR and their possible repercussions and suggests the Mission¿s response and/or course of action;
Providing updates and briefings to Head PSCOD, Head of Mission/Deputy Head of Mission and other senior management staff of the Mission on developments in the Area of Responsibility (AoR), including through the field monitoring staff as required;
Co-operating/co-ordinating with other Units of the Mission on relevant issues and in particular with the Political and Reporting Unit;
Assuming overall responsibility for the weekly reporting of the Monitoring Unit and its contribution to the Departmental Weekly-, Mission¿s Bi-Weekly-, Spot- and Background Reports;
Taking active part and contributing to various meetings with the International Community by presenting relevant feedback and information collected by the Unit, while respecting the principle of confidentiality;
Ensuring that the early warning mechanisms used by the Unit are in line with the Mission¿s mandate and priorities and the OSCE decisions and guidelines;
In conjunction with Head PSCOD, deciding upon Monitoring Unit project-related activities and leading their planning, budgeting and implementation in accordance with existing rules and practices;
Performing other duties as required.
