General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Second-level university degree in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)
  • Very good organisational skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree/certified training course in relevant field. Advanced degree in a management discipline is an asset

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Professional experience in an international organization and preferably in a mission environment;
  • Ability to provide leadership to and to motivate a large number of staff, to plan and schedule work implemented by organizational units responsible for general services functions;
  • Excellent communication skills combined with the ability to work under pressure and with limited time frames;
  • Ability to establish and maintain effective working relationships with people of different backgrounds;
  • The incumbent must have a valid drivers license and be able to drive standard mission vehicles;
  • The incumbent must be familiar with word-processing, electronic mail and spreadsheet applications a well as knowledge of the set-up and functioning of databases including ORACLE;

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the mission area;
 
 
 
 
Tasks and Responsibilities

Under the overall supervision of the Head, Administration and Finance, the incumbent will be:

1. Responsible for developing and implementing Mission polices on all aspects of Procurement, Transport and Building Management and Asset Management (PTBMAM) in order to support the implementation of the Missions mandate by:

  • Providing strategic advice to the supervisor and through status reports and statistical analysis, will be developing and implementing a service optimization plan to ensure continuous improvement in the quality and delivery of services;
  • Ensuring effective supervision and coordination of the Missions PTBMAM functions;
  • Overseeing and co-ordinating the development of procedures, guidelines and policies to ensure that the Missions operational requirements are met;

2. Co-ordinating all important aspects of work performed by the PTBMAM services by:

  • Identifying gaps and weaknesses in PTBMAM practices, developing and implementing plans for improvement; 
  • Ensuring adherence to established policies, procedures and guidelines; recommending exceptions or exercises delegated authority to approve exceptions to same;
  • Overseeing submissions for the write-off and disposal of lost, stolen or damaged properties to the Local Property Survey Board (LPSB) as appropriate;
  • Preparing reports and statistical analysis for submission to the supervisor;
  • Ensuring that Mission staff are properly supported, guided and advised on the consistent application of General Services (GS) policies;
  • Overseeing the integrated management information system in the field of material management, and inventory control, evaluating and discussing and assuring  usefulness and versatility of the application/data base; 
  • Planning and managing all procurement and contractual aspects related to procurement of diverse services and commodities, taking into account local economic and other conditions; Developing standards and criteria for the evaluation of goods, services, supplier capacity, etc.;
  • Overseeing the management and provision of corporate governance required in the procurement process in accordance with OSCE Rules and Regulations;
  • Controlling funds appropriated for transport and buildings management services, ensuring efficient and timely resource utilisation in the framework of the approved budget;

3. Supervising, coaching, mentoring and evaluating staff within GS. Identifying areas for strengthening institutional capacity, proposing and implementing necessary measures in consultation with supervisor by:

  • Analysing the Staffing Table and based on substantive and programmatic needs, identifying and proposing to the supervisor changes to the Post Table pertaining to General Services; participating in Unified Budget preparation process;
  • Identifying training needs and arranging on-the-job training, participating in in-house OSCE or external trainings in line with established procedures; 
  • Briefing and guiding staff of the GS Section on proposed strategies, concepts, policies and approaches.

4. Performing other duties as assigned.
