General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced education/certified training course in a relevant field desirable


Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Good knowledge of regional and local political history and developments related to democratic governance, the integration of society and inter-ethnic relations
  • Very good knowledge of principles and practices of democratic governance programme management and political analysis, youth participation, integrated education and minority rights realization
  • Good knowledge of the role of the OSCE High Commissioner on National Minorities and specialized recommendations issued by her/his office
  • Long standing experience in project and programme management in related field and co-ordination with donors and implementing agencies
  • Strong managerial and organizational skills
  • Pro-activity, creativity and resourcefulness to generate complex policy interventions involving different governmental and political stakeholders
  • Excellent writing and reporting skills, including preparation of analytical reports
  • Ability to establish contacts and develop confidential relations with the local population as well as the ability to work with government officials and institutions
  • Demonstrated ability and willingness to manage, and work as a member of diverse teams with people of different cultural and religious backgrounds, gender or political views while maintaining impartiality and objectivity
  • Cultural sensitivity and mature judgement skills
  • Flexibility and ability to work under pressure and with limited time frames
  • Professional fluency in the English language, both oral and written
  • Ability to operate windows applications, including word processing and e-mail.


  • Experience in working with the OSCE or other international organizations
  • Knowledge of at least one of the local languages
  • Understanding of the significance of the human dimension of security in countering violent extremism and radicalization that lead to terrorism (VERLT).
Tasks and Responsibilities

Under the direct supervision of the Head of the Human Dimension Department (HDD) and guidance of the Deputy Head of Mission (DHoM), the Chief, Democratic Governance and Social Cohesion Unit (DGSCU), the incumbent:

  1. Is responsible for the overall day-to-day functioning of the Unit in accordance with the Human Dimension Strategic Objective and the projected Outcomes and Outputs in accordance with the Unified Budget;
  2. Contributes to the implementation of Departmental policies and outcomes putting into practice methodologies that will further the reach of the Unit's interventions. Is responsible for the strategic planning for the Unit in line with Departmental priorities and outputs which include activities involving Parliament, Municipalities, Institutions and Associations of Cities and Municipalities among others;
  3. Supervises and provides guidance to staff in the Unit across all areas of responsibility under DGSCU;
  4. Integrates project evaluation and long-term impact assessment practices into all policy and project work;
  5. Develops and prioritizes field tasks; identifies and analyses trends in the DGSC area and develops strategies for follow-up to ensure commonality of approach in interventions, compliance with international standards, and the strategic objectives of HDD and OSCE commitments;
  6. Advises the Head of Department and Mission management on the  priorities, strategic approach and interventions in the area of the Unit's competencies;
  7. Co-ordinates and/or conducts the screening, flagging and researching of all current events, trends, policies and recurring issues aiming to reinforce the Mission's early warning - and where possible early intervention - mechanisms, including those related to countering violent extremism and radicalization that lead to terrorism (VERLT);
  8. Liaises and maintains good relations with the Unit's interlocutors, i.e. representatives of political parties, ethnic communities, opinion leaders, state institutions, government bodies, partner organizations, civil society organizations (CSOs), and the international community to ensure best use of OSCE resources, compatibility of projects, alignment and avoidance of duplication;
  9. Co-ordinates with relevant international and domestic organizations active in the field of governance and development (on a working level), in order to prevent duplication and to ensure that the programme achieves maximum benefit from related initiatives;
  10. Deputizes for the Head of the Department as necessary;
  11. Performs other duties as assigned.
