The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit.

Tasks and Responsibilities |

|
Under the supervision of the Deputy Director for Mission Support Services, as Chief, Asset, Logistics and Travel Support Unit, you will be responsible for the following:
- Providing advice to senior management and participating in developing the organization-wide policies on asset management;
- Planning, organizing, implementing, managing and overseeing the activities of all asset management and logistical support operations; acting as the principal liaison between the Field Operations and Headquarters staff for asset management and logistics matters and co-ordinates day-to-day support for logistics operations; advising senior management on assets and logistics management, structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the asset management strategy;
- Making recommendations to enhance the accountability and credibility of asset management throughout the Organization;
- Participating in budget planning and multi-annual Capital Expenditure Planning submitted by Field Operations with regard to requests to purchase material assets; offering alternative solutions and making appropriate recommendations; establishing budget estimates for new Field Operations in consultation with other units in the Secretariat; taking part in the planning team for Field Operation start-up processes; and leading Field Operation liquidation processes;
- Monitoring on an ongoing basis the operation of the administrative framework and delegation of authority to Institutions and Field Operations in the field of assets management and making recommendations to refine and streamline procedures;
- Overseeing the standardization of entire asset and establishing standards for: cost-effective procurement and utilization of assets, improvement of fleet management practices, and depreciation of assets and their timely replacement;
- Chairing Secretariat Survey Board;
- Serving as Focal Point for the Financial and Administrative Instruction #7 "OSCE Asset Management for Goods and Services";
- Improving and overseeing the functioning of the Organization's system for disposal of assets, and for recovery of losses, as appropriate, through administration of the Fund Materials Management Committee process;
- Supervising a team of nine G-staff and from mid-2020 two P-staff (Travel Officer (P3) + Logistics and Transport Officer (P3), subject to budget approval for 2020;
- Performing other tasks as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Second-level university degree in business administration, public administration, logistics and/or engineering, material management, commerce or other equivalent academic qualifications in areas such as logistics operations/management, supply chain management etc.; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
- A minimum of eight years of progressively responsible related experience including experience in an international or governmental organization;
- Proven experience in supply chain management policy development;
- Understanding and practical experience in Enterprise Resource and Materials Requirement Planning;
- Proven ability and experience in greening of supply chain management would be desirable;
- Experience with IPSAS accounting and audit procedures and practices within the context of international organizations would be an asset;
- Professional fluency in English; knowledge of other OSCE working languages would be an asset;
- Clear and concise drafting skills; strong communication and presentation skills;
- Maturity of judgment and ability to work under pressure and meet deadlines;
- Demonstrated leadership skills;
- Computer literacy;
- Ability to maintain courteous, impartial and objective with OSCE suppliers and Delegations;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of a team with people from different cultural, religious and professional backgrounds as well as of different gender and with diverse political views, while maintaining impartiality and objectivity.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to post adjustment, is approximately EUR 7686. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.
Please note that appointments are made at step 1 of the applicable OSCE salary scale.
