The OSCE Programme Office in Bishkek (henceforth, “the Office”) continues to be a committed partner to the Kyrgyz Republic in its efforts to develop Small and Medium-sized Enterprises. The Office supported the Entrepreneurship Support Centre (ESC) in Batken, Jalal-Abad, Osh and Karakol by providing consultation services to entrepreneurs and contracting experts in business law and business management. The Office is establishing a roster of suitable locally recruited experts to be engaged in the implementation of “Business promotion and development of small and medium-sized enterprises” project and to provide expertise in one or more of the following areas:
- Business management, including strategic, financial and HR management;
- Marketing and Sales;
- Business law;
- Legal consultations for entrepreneurs;
- Taxation, registration, re-registration, patent, access to public services and other legal matters directly related to the performance of their entrepreneurial activities;
- Other business and business related issues, etc.

Tasks and Responsibilities |
|

|
|
|
|
|
Under the overall guidance and supervision of the Programme Manager, the Consultant will provide consultancy/expertise and assist in the implementation of Economic and Environmental Dimension (EED) projects, particularly:
- Consulting local entrepreneurs in business management and other business development issues;
- Conducting oral consultations and written advice to entrepreneurs on taxation, registration, re-registration, patent, access to public services and other legal matters directly related to the performance of their entrepreneurial activities;
- Conducting meetings and seminars in the regions with participation of entrepreneurs and other stakeholders;
- Mentoring and training the ESC staff to contribute to the self-sufficiency and sustainability of the ESC;
- Assist in implementation of project activities;
- Assist in monitoring and evaluation of governmental policies/action plans;
- Draft analytical notes and reports including analysis of legislation;
- Develop methodologies of research, collect data and/or conduct research;
- Assist in conduction of need assessments and surveys;
- Assisting in facilitating workshops;
- Assist in identification of activities for achieving expected results of the projects;
- Assist in outlining main EED stakeholders including state authorities, institutions and civil society organizations;
- Assist in implementation of the projects including educational activities;
- Assist in monitoring and evaluation of governmental policies/action plans;
- Assisting in conducting seminars for political leaders, state bodies and civil society organizations;
- Development of methodological guidelines on policy monitoring and assessment tools;
- Supervise the refurbishment of office premises;
- Conducting events in the regions for local citizens.

Necessary Qualifications |
|
|
|
|
|
|
|
- Higher education in Law, Economics, Business management or other related fields;
- A minimum of three (3) years of relevant work experience in one or more of the above mentioned fields;
- Good understanding of social, economic and political situation in the Kyrgyz Republic;
- Experience in the legislative drafting or analysis is an advantage;
- Proven experience in developing training modules and materials;
- Professional experience in conducting trainings, seminars, courses on issues of business planning, marketing, accounting, financial management etc.;
- Work experience in completing consultancy assignments for the OSCE Programme Office in Bishkek and other international donor organizations and projects is an advantage;
- Work experience in government bodies at national and/or local level is desirable;
- Excellent analytical and writing skills;
- Excellent skills in written and spoken Russian; working knowledge of English and Kyrgyz will be an added advantage;
- Fully-computer literate.

Remuneration Package |

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates. |
