In 2017, based on the request from the Office of the Plenipotentiary Representative of the Government of the Kyrgyz Republic in Osh province (OPRGKR), the POiB supported the Entrepreneurship Support Centre (ESC) in Osh, by providing consultation services to entrepreneurs in cooperation with the United Nations Development Programme (UNDP) and the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). Building on this project, in 2018 the POiB will continue supporting the ESC on request of the OPRGKR by ensuring the technical capacity of the Centre and by contracting experts in business law and business development within its “Supporting the Kyrgyz Government in fostering Small and Medium-sized Enterprise development in the regions” project. The experts will provide consultation services to entrepreneurs in the Osh province, including Osh city, and train ESC staff to assist the Centre in achieving its goal of become self-sufficient in 2019. Through this project, the POiB aims to support the regional development processes in Kyrgyzstan by assisting the Osh province authorities in fostering favourable conditions for development of Small and Medium-sized Enterprises (SME) through increasing access of local entrepreneurs to business advisory services and by exploring potential for expanding support to other regions of the country, in particular Batken and Jalal-Abad. To this end, the POiB will support the ESC in Osh by recruiting a local business expert for the period of 5 months starting from August 2018. The local business expert will be based in/from Osh. Moreover, the POiB will recruit local business experts for the ESCs that will be opened in Batken and Jalal-Abad in the following years. Objective To contract local business experts from Osh, Batken and Jalal-Abad to provide entrepreneurs with support and trainings in developing and determining profitability of their business. |

Tasks and Responsibilities | ||
The selected local business experts will be required to provide the following services: • Guidance and support to entrepreneurs in developing a feasibility study of businesses, calculating business-related expenses, and determining the profitability of the business; • Mentoring and training the ESC staff to contribute to the self-sufficiency and sustainability of the ESC; • Conducting meetings and seminars in the southern regions with participation of entrepreneurs and other stakeholders. Deliverables • Consultations and support to entrepreneurs in developing a feasibility study of businesses, calculating business-related expenses, and determining the profitability of the business; • Monthly reports on the support provided to the employees of the ESC and local entrepreneurs, as well as on other conducted activities; • Copies of all above mentioned deliverables have to be submitted to the OSCE Programme Office in Bishkek before payment of the each installment. Necessary Qualifications | ||
• University degree in economics, public or business management or equivalent in a relevant discipline. A Master Degree or MBA would be an advantage; • At least 5 years of experience working as a local business expert; • Proven experience in dealing with private sector development and public-private cooperation and conducting business assessments; good general knowledge of the Kyrgyz Republic regulatory system issues; some comparative international experience would be an advantage; • Good analytical skills, including familiarity with business practices and economic methods; • Excellent interpersonal skills; able to relate easily and openly with government officials and private sector; • Good report writing skills; • Ability in providing analytical and advisory services; • Good computer skills; • Fluent in Russian and Kyrgyz languages; good understanding of English language (reading, writing and speaking); |

Remuneration Package | ||
The remuneration will be based on the current OSCE consultancy rates. |
