The OSCE Special Monitoring Mission to Ukraine (SMM) is conducting its operations in hazardous environment along the contact line in Eastern areas of Ukraine. OSCE usually rents there existing private houses/proprieties for living/working and not all the time rented facilities have the capacity to accommodate large number of personnel in proper living conditions. Therefore, some of the proprieties need to be redesigned in order to support proper accommodation of the mission members. In the same time, in some locations there is a need for installation of leaving containers in order to have enough living space for all mission members.

Tasks and Responsibilities |
|
|
|
|
|
|
|
- To design interior reconstruction of the ground floor of the stand-alone building with area of 678.7m2 located at 1N/1, Gagarina Street, Shchastia, Lugansk region. The available space on the ground floor of the building shall be redesigned into total of eight (8) single rooms, equipped with maximum number of toilets and showers, en suite where possible, with appropriate engineering systems (water, sewage, electricity, heating, ventilation, and A/C);
- To provide a feasibility analysis and recommendations in order to start the execution of the project;
- To provide a layout for installation of necessary conditions for establishing living space in containers (including water, sewage, electricity, heating, ventilation, and A/C systems) on the available property, or should propose an alternative solution to achieve the goal (i.e. 8 single rooms) if reconstruction (described in p.1) is not technically feasible;
- To evaluate the possible weigh bearing capacity of the second story of the existing building, whether it could support a metal external screen that would protect from projectiles;
- To design the layout for the installation of living containers (including connection to sewage, electricity, and water systems) designed to accommodate mission staff on property rented by OSCE in Stanytsia Luhanska, Lugansk region, if needed.
Deliverables:
The scope of the expertise will include, but will not be limited to, the following areas:
Design and advise on construction/reconstruction of building facilities;
Design for installation and connection to sewage and utilities of living containers on the proprieties rented by OSCE in Lugansk region;
Design of water, sewage, electricity, heating, ventilation, and A/C systems;
Timeline:
The duration of the project is expected to take no more than 10 days for Shchastia and no more than 5 days for Stanytsia Luhanska.
Note: the timeline is indicative and planned by the OSCE SMM. Slight changes are possible.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of Ukraine;
- First-level university degree in Buildings Construction or Architecture is mandatory;
- At least 3 years of proven work experience in building design, practical experience working as civil engineer;
- High degree of personal initiative and willingness to accept and perform wide range of responsibilities;
- Proven ability to provide technical and procedural advice in a broad range of engineering areas;
- Working knowledge of English language, professional fluency in Ukrainian and Russian languages, both oral and written, and the ability to communicate clearly and concisely. Professional fluency in English would be an advantage;
- Willingness to deploy to remote locations on short notice for limited duration;
- Proven ability to design and operate common database software, spreadsheet and project management applications;
- Excellent interpersonal skills, ability to establish and maintain effective working relationships in a multicultural, multi-ethnic environment;
- Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Ability to operate Windows applications including word processing, excel and e-mail.

Remuneration Package |
|
|
|
|
|
|
|
Remuneration will be commensurate to educational background and years of relevant experience of the selected candidates, in line with the OSCE Staff Regulations and Staff Rules. |
