Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit. 

 

Mission Support Section provides the working framework for OSCE's procurement and contracting assets, logistics, transport, travel and facilities management activities. It also acts as the policy development and co-ordination point for resource administration in the OSCE's Executive Structures in relation to these activities, including providing on-site assistance and technical training programmes.

 

The post is located in the Facilities Management Unit with task to provide on-going daily support for functioning of the OSCE premises in Vienna, overall guidance to institutions and field operations on premises related issues. It includes providing technical assistance and advice of the design and implementation of various capital projects and related cost control in collaboration with program managers.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Chief, Facilities Management Unit and the guidance of the Senior Building Maintenance Assistant, you will be responsible for the technical infrastructure consisting of the electrical installations and devices, the heating, ventilation and air conditioning systems, the sanitary installations including sewerage systems and the specific measuring and control systems.

 

More specifically, you will be responsible for the following:

 

  1. Providing day-to-day operational maintenance of all technical building related systems, facilities, fixtures and installations in the OSCE Secretariat and ensuring their proper functioning in accordance with manufacturers’ manuals, technical instructions and in line with the Austrian regulatory framework;
  2. Responding on a day-to-day basis to requests from staff related to facility management issues;
  3. Reporting to the Senior Building Maintenance Assistant in all matters related to technical building operation and preventive maintenance; 
  4. Assisting in the management, operation, maintenance and repair of sanitary and heating, ventilation and air-conditioning (HVAC) installations; identifying the requirements for repair or maintenance and recommending on outsourcing or performing the project with OSCE technician(s); 
  5. Assisting in maintenance evaluations, programs and documentations; inspecting and monitoring all metering devices installed on sanitary and HVAC related devices in the building; 
  6. Ensuring that invoices submitted by utility companies for electricity, water, central heating and garbage removal costs are correct, that services have been provided and the invoicing system is accurate;
  7. Assisting in developing concepts for the installation and repair/maintenance of mechanical and maintenance systems within the building and other infrastructures in line with the user's needs and environmental constraints;
  8. Assisting in reviewing all scheduled preventive maintenance programmes submitted by contractors and ensuring that they meet the specifications in the scope of work; 
  9. Monitoring and, in cases of emergencies or malfunctioning of essential building-related technical systems, intervening to rectify the deficiency also after office hours on the basis of an emergency response standby schedule; performing the function of a fire warden certified by the competent Austrian authorities;
  10. Assisting in the evaluation of tenders received and informing others on the technical feasibility and monetary implications; liaising with contractors for technical facility management services and certifying their executed works in compliance with their contract terms; assisting in the preparation of Procurement Requests (PR) in respect of maintenance and repair services and receiving facility management related goods and services;
  11. Performing other duties as assigned.

Necessary Qualifications    
     
   
  • Completed secondary education supplemented by specialized technician or engineer with specialization in electrical and HVAC engineering related to technical building or facility management systems;
  • Minimum of four years of practical experience in building services engineering, or in sanitary and HVAC engineering related to technical buildings and facility management systems in a specialized technician position, including their operation and maintenance, preferably in an international environment;
  • Experience in Building Monitoring systems;
  • Professional fluency in the English language, with excellent written and oral communication skills, and working knowledge of German;
  • Certified training as a fire warden will be a plus;
  • Demonstrated organization and planning skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience in Windows applications.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 3,878 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
