Tasks and Responsibilities:

Under the direct supervision of the National Budget Officer, Programme Support, the Budget Assistant, Programme Support performs the following functions:

  1. Assists in providing advice and interpretation of financial procedures or issues to Project implementing staff. Assists in creation, development and delivery of training regarding administrative processes, financial rules and regulations and budgeting for project staff regularly during the year;
  2. Provides administrative/ financial support to Project managers in the field and HQ regarding implementation of projects, assists in the financial control and monitoring the implementation of the approved project budgets;
  3. Assists in preparing templates for Unified Budget Projects according to the Project documents, coordinates with Project Managers regarding the short naming's of the Project and Tasks. Distributes budget of projects to budget codes in templates according to the current structure;
  4. Assists in analyzing the draft project documents to check for compliance with calendarized project budgets and other documents such as Terms of Reference for Special Service Agreements, Justification for Official Travel Authorization, Daily Subsidized Authorization rates, etc. Provides comments for any correction or changes that need to be made in accordance to the rules and regulations;
  5. Monitors the expenditures of the projects in DocIn and prepares changes requested from Project Managers regarding the reallocation of project budget to meet expenditures; Interfaces with Thematic Programmes and Regional Centers on all project related matters. Meets with Project Managers on regular basis and interprets the Financial Instructions when needed;
  6. Maintains the project information in the filing system in both hard and electronic copy. Maintains and updates, files, reports, correspondence and other material relevant to financial, budgetary and administrative requirements of the project;
  7. Processes project related travel claims and serves as focal contact point for clarification of project related travel and travel reimbursements;
  8. Initiates the closure of Purchase Order's when activities of the projects are completed and payments made to suppliers. Receives, registers files and distributes mail and correspondence regarding project issues;
  9. Performs other duties as assigned.

Necessary Qualifications:

  • Completed secondary education, supplemented by formal studies in administration/finance or project management
  • Minimum of 4 years of relevant work experience in the field of Finance, Budget Preparation, Project Management, with good understanding of procedures and requirements for budget creation and monitoring and management of project processes preferably also in an international environment
  • Computer literate with practical experience with Microsoft applications, and experience in working with Oracle applications
  • Excellent written and oral communication skills in English and local languages
  • Ability to work with people of different nationalities, religions and cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,054.42 Euro. Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
