This is a part-time, extra-budgetary position.
The initial contract will be for one year, renewable until the project ends. The expected duration of the project is until December 2021 and the selected candidate should commit to being available for the duration of the project.
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.
The Tolerance and Non-Discrimination Department is currently managing a large-scale, extra-budgetary project - ‘Enhancing Stakeholder Awareness and Resources for Hate Crime Victim Support’ (EStAR), which aims to raise awareness of EU/OSCE standards and good practice on hate crime victim support among criminal justice and victim support experts and practitioners, encourage development of improved structural frameworks for the co-operation of these stakeholders, and provide tools to develop capacities for assisting and protecting hate crime victims in all EU Member States and 13 associate and candidate countries.

Tasks and Responsibilities |

|
Under the supervision of the Associate Finance Officer, the incumbent will provide support to the project in budget, finance and program related activities, in particular:
- Assisting project staff in preparation of budgets for project components, monitoring expenditures, recommending reallocation of funds if necessary;
- Producing detailed budget and expenditure reports and cost forecasts;
- Ensuring compliance of project expenditures with OSCE/ODIHR and donor budgetary and financial policies and procedures;
- Identifying financial management problems and proposing corrective action to the Project Officer in relation to implementation of project activities;
- Providing advice and guidance on OSCE and ODIHR budgetary and financial policies and procedures so as to promote project progress;
- Designing and implementing financial reporting oversight tools;
- Reviewing requests related to expenditures, validating transactions raised by the project staff, entering transactions into system and submitting them for approval and payment;
- Monitoring purchase requisitions and purchase orders related to project activities and following up on deviations from the procurement process; documenting the solutions found.

Necessary Qualifications |
|

- Completed secondary education;
- Specialized training in the area of budget preparation, project management, business planning or accounting is desirable;
- At least four years of relevant working experience in the field of budget/accounting duties, preferably in an international environment;
- Good understanding of the procedures and requirements for project budgeting;
- Experience of donor procedures and rules applicable to funding received from large institutional donors is desirable;
- Experience of budgeting and controlling for a large volume project would be a significant asset;
- Computer literacy with practical experience in Microsoft applications; ERP system experience is highly desirable;
- Excellent written and spoken communication skills in English;
- Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|
|

|
|
|
Monthly remuneration, subject to social security deductions, is approximately 3,450 PLN. OSCE salaries are exempt from taxation in Poland.
Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 46 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
