The general minimum requirements for working in this field of expertise are:
- Demonstrable organizational skills
- Proven ability to communicate effectively, both orally and in writing
- Demonstrable interpersonal skills and documented experience in negotiations
- Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
- Negotiating experience, preferably in the area of monitoring operations and/or related activities

| Mission Specific Requirements |
|
Additionally, this particular post has specific requirements:
Mandatory:
- University degree or advanced training in border control, migration and customs practices and relevant field- Several years of progressively responsible professional experience in an operational environment
- Significant prior experience in any of the following fields: international border controls and relevant fields such as international migration controls and customs practices, political and security issues, and law enforcement
- Ability to establish contact and constructive relations with local population and officials
- Physically and mentally fit to work in arduous and hazardous environment
- Fluency in the English language, both oral and written, and the ability to communicate clearly and concisely
- Working knowledge of the Russian language, primarily oral
- Cultural sensitivity and sound judgment
- Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
- Ability to operate Windows applications including word processing and email
Desirable:
- Experience of working in Eastern Europe and/or knowledge of the region
- Possession of a valid automobile Class 'C' driving license is an advantage
- Graduate of a Border Guard, Customs or Law Enforcement Academy or Training Institute

| Tasks and Responsibilities |
|
Selection of candidates will be on-going and candidates may be selected prior to the deadline date of the vacancy notice.
The mandate of the OSCE Observer Mission is subject to extension beyond 30 September 2015.
Seconding authorities are requested to ensure that the Border Observers are provided with diplomatic passports.
Under the overall guidance of the Chief Observer, the Border Observer performs the following specific responsibilities:
- At the Russian Federation border crossing points, monitors and reports regularly on the security situation at the checkpoints of Gukovo and Donetsk, including the overall situation in the immediate area of the border checkpoints;
- Maintains constructive contact, inter alia, with regional and local authorities and members of the local population;
- Liaises with other international organizations operating in the respective area of deployment;
- Contributes to analytical work of the team in his/her identified area of responsibility;
- Performs other duties as assigned. Some Observers may be designated as reporting, media or security focal points.
