General Minimum Requirements

The general minimum requirements for working with the OSCE are:


  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:


  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:



Advanced degree in a relevant field



Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:



  • Experience in international borders and/or border-related issues
  • Previous professional experience in programmatic planning and project management
  • Previous international work experience and/or experience in field missions
  • Sound analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems
  • Demonstrated analytical skills as well as maturity of judgement
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Professional fluency in the English language as well as working knowledge of the Russian language
  • Ability to operate windows applications, including word processing and e-mail



  • Knowledge of Tajik/Dari/Persian languages
  • Experience in negotiation/mediation
Tasks and Responsibilities

Under the direct supervision of the Head of the Politico-Military Department (PMD), the Border Management Officer:


  1. Acts as the project manager of the Unified Budget Border Management project and is thus responsible for its full project cycle management;
  2. Provides support and project management assistance in the preparation and implementation of extra-budgetary projects;
  3. In co-operation with relevant Tajik authorities and other stakeholders, identifies border security and management needs; if appropriate, and after consultation with the Head of the OSCE Office in Tajikistan (OiT) and the Conflict Prevention Centre/Operations Service/Borders Team (CPC/OS/Borders Team), develops project proposals to provide assistance to national authorities to address those needs;
  4. Is responsible for the reporting of the activities of the OiTs Border Management Unit, including both Unified Budget and Extra Budgetary activities;
  5. Acts as the primary point of contact within the OiT for other international actors working in the field of border management in Tajikistan;
  6. Monitors the border security and management situation and related developments in Tajikistan and reports on relevant developments and trends to the Head of Office;
  7. Provides recommendations and advice to the Head of Office, the OiT and its staff, and to the OS/Borders Team on border security and management issues;
  8. Performs other duties as assigned.
