General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Experience in international borders procedures and/or border-related issues and projects, preferably in transition/developing countries
  • Previous working experience with a national foreign service, the OSCE or other international organizations
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Ability to work co-operatively and liaise with various stakeholders
  • Strong project development and implementation skills
  • Flexibility and ability to work under pressure and with limited time frames, as well as the willingness to work long hours in case of emergency
  • Ability to drive 4x4 vehicles with manual transmission
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Professional fluency in English, both oral and written, and the ability to draft clearly and concise regular reports
  • Ability to operate Windows applications, including word processing and e-mail


  • Working knowledge of Russian and/or Tajik languages
  • Experience of working in the Central Asian region and/or knowledge of the region
  • Sound understanding of the challenges facing Central Asian States on border security issues
Tasks and Responsibilities

The National Border Management Strategy of Tajikistan and its Implementation Plan were both adopted in 2010 and since then the Border management Unit of the OSCE Office in Tajikistan has been supporting the implementation of the Strategy in accordance with the Mission mandate, both via Unified Budget activities and via Extra Budgetary Projects.

Under the supervision of the Border Management Officer, the Border Management Adviser, as part of Border Management Unit, will perform the following duties:

  1. Acts as a point of contact within the OSCE Office in Tajikistan on border security and management issues, and liaises with national and international authorities on these issues;
  2. In co-operation with relevant structures of the OSCE Secretariat, in particular the OSCE Secretariat/Transnational Threats Department/Borders Unit (OS/TNT Department/Borders Unit), and the neighbouring field operations, develops local best/good practises and lessons learned in border security and management;
  3. Monitors the border security and management situation and related developments in Tajikistan, and reports to the Head of Office (HoO) on relevant developments and trends;
  4. Provides advice to the Head of Office (HoO) and the OS/TNT Department/Borders Unit of the Secretariat on border security and management issues;
  5. Produces regular and analytical reports on specific issues;
  6. Conducts field-level assessments related to border security and management as required;
  7. Identifies border security and management needs in co-operation with relevant Tajik authorities, and develops project proposals to address those needs;
  8. Provides support and project management assistance, during the preparation and implementation of OSCE border security and management related activities;
  9. Liaises closely with the Trans-National Treats Department/Borders Security and Management Unit of the OSCE Secretariat to ensure that the OSCE Office in Tajikistan is kept appraised of relevant issues;
  10. Contributes to providing the Trans - National Treats Department/Borders Security and Management Unit with regular updates on OSCE border related activities and developments in Tajikistan;
  11. Supervises one national staff member;
  12. Performs other duties as required
