General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience in international borders and/or border-related issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Previous working experience with a national foreign service, the OSCE or other international organizations
  • Professional fluency in English, both oral and written, and the ability to draft documents clearly and concisely
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate Windows applications, including word processing and e-mail
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious
  • Flexibility and willingness to work long hours in case of emergency
  • Ability to drive 4x4 vehicles with manual transmission.

Desirable:

  • Working knowledge of Russian and/or Tajik languages
  • Experience of working in the Central Asian region and/or knowledge of the region
  • A sound understanding of the challenges facing Central Asian States on mine action
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Border Management Officer, the Border Management Adviser performs the following duties:

  1. Acts as a point of contact within the OSCE Office in Tajikistan on border security and management issues, and liaises with national and international authorities on these issues;
  2. Produces regular and analytical reports on specific issues;
  3. In co-operation with relevant structures of the OSCE Secretariat, in particular the OS/Borders Team, and the neighbouring Field Operations, develops local best/good practises and lessons learned in border security and management;
  4. Advises the Head of Mission (HoM) and the OS/Borders Team of the Secretariat on border security and management issues;
  5. Provides support and when required, project management assistance, during the preparation and implementation of OSCE border security and management related activities;
  6. Liaises closely with the OS/Borders Team of the Secretariat to ensure that the OSCE Office in Tajikistan is kept appraised of relevant issues;
  7. Conducts field-level assessments related to border security and management as required;
  8. Monitors the border security and management situation and related developments in Tajikistan, and reports to the HoM on relevant developments and trends;
  9. Contributes to providing the OS/Borders Team with regular updates on OSCE border related activities in Tajikistan;
  10. Identifies border security and management needs in co-operation with relevant Tajik authorities, and develops project proposals to address those needs;
  11. Performs other duties as required.
