The Transnational Threats Department (TNTD) was created in the OSCE Secretariat as per Ministerial Council Decision MC.DEC/9/11 with a view to ensuring better co-ordination, strengthened coherence of action and more efficient use of OSCE's resources in addressing transnational threats. It supports the Secretary General in functioning as the focal point of the Organization-wide programmatic activities that relate to countering transnational threats and in ensuring coordination and coherence of action across all three dimensions and among all OSCE executive structures, while respecting their mandates.

Tasks and Responsibilities

Under the supervision of the Head of the Border Security and Management Unit (BSMU), the Border Adviser performs the following duties:

  1. Provides policy advice and technical expertise from a multi-disciplinary perspective on a variety of border and border related security and management issues, particularly on matters related to the management of green (land) and blue (river) borders and cross border inter-agency co-operation, for clearance by the Head of the BSMU, to the Director of the TNT Department, Secretary General, Chairmanship and delegations;
  2. Contributes to the development of OSCE border assistance projects and initiatives to OSCE participating States (e.g. conducting desk-and field-level assessments of national border management systems); contributory work will include conducting assessments, evaluations, research, and drafting of relevant reports and communications;
  3. Liaises with other relevant units within the Secretariat; Provides technical and policy advice on border security and management issues to OSCE field operations;
  4. Establishes and maintains contacts with International Organizations and NGOs; monitors and compiles an overview of their border related activities; identifies possible partners for OSCE assistance in matters related to border security and management;
  5. Prepares briefing documents, drafts and contributes to reports, presentations, assessments, evaluations, and other relevant OSCE documents as appropriate;
  6. Represents Head of BSMU, D/TNTD, and Secretary General at relevant meetings, conferences and workshops, identifies the most important/relevant border related issues discussed in these meetings; and reports on them as appropriate;
  7. Contributes to the National Focal Point Network activities and provides technical and policy expertise, for the OSCE National Focal Point Network for border security and management related training/capacity-building activities and lessons learned/best practices in this field;
  8. Develops and delivers specialized and interactive training programmes and modules to border management officials, to include training designed for the OSCE Border Management Staff College;
  9. Performs other duties as required.
Necessary Qualifications
  • Graduation from an accredited Law Enforcement Institution equivalent to a university degree; or a university degree in Law, International Relations, Public Administration, Criminal Justice or Project Management
  • Six years of progressively responsible experience with a national or international organization or relevant non-governmental organization in border security and management related issues
  • Established experience in conducting research and drafting of reports, project documents, assessments and evaluations
  • Demonstrated organizational and analytical skills
  • Excellent knowledge of the OSCE and its area of operation
  • Demonstrated understanding and appreciation of the complexities, specificity and other challenges inherent in border and border related programme activities in the fields of Democratization, Human Rights, Security, and Rule of Law
  • Excellent knowledge of English, both oral and written with strong drafting skills. Knowledge of other official OSCE languages would be an asset
  • Ability to use Microsoft Office applications, including word processing and email
  • Flexibility and willingness to work long hours and travel to remote Mission areas
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity.
