The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Office of Internal Oversight (OIO) is part of the OSCE Secretariat in Vienna, Austria. OIO is responsible for planning and delivering internal audits, investigations, and independent evaluations of the Organization's activities, including field operations. The work of OIO provides assurance on the adequacy of governance, risk management, and internal control; contributes to ensure compliance with the Organization's regulatory framework; and helps enhancing the efficiency and effectiveness of its operations.
Tasks and Responsibilities
Under the direct supervision of the Head of Internal Audit, Deputy Director of the Office of Internal Oversight (OIO), you will perform the following functions:
Planning and conducting audits, reviews and evaluations as prioritized in the OIO work plan and drafting audit reports;
Reviewing the internal control procedures and systems established within the various OSCE units;
Reviewing compliance with the OSCE regulatory framework;
Assessing governance, risk management, and internal control systems within OSCE executive structures, including field operations and methods of operation, and drafting reports that help improve compliance, effectiveness, efficiency, and value-for-money;
Leading and coaching team members as well as external consultants/experts in the context of internal audit and review assignments;
Reviewing external and internal audit recommendations and follows up on all steps leading to their implementation;
Performing or assisting with investigations and evaluations, as required;
First-level university degree in management, economics, social science, business administration, accounting or an IT-related field;
Certification by an internationally-recognized auditing or accounting body (e.g. CIA, CISA, CPA, CA or equivalent);
A minimum of six years of experience in auditing, preferably internal auditing at the national or international level;
Extensive knowledge and/or training in the assessment of governance, risk management, and internal controls and the development of recommendations to respond to identified issues/areas for improvement;
Experience in leading and coaching teams;
Strong analytical, logic and report drafting skills;
Professional fluency in English; knowledge of another OSCE working language would be an asset;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
Ability to operate standard computer applications, including spreadsheets and automated audit tools; demonstrated experience and skills in IT auditing and/or data analytics would be an asset.

Monthly remuneration is approximately EUR 6,537, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
