Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General (SG) and the Chairmanship, in leading work on all aspects of the conflict cycle, and in supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

The Communications and Technology Unit (CTU) within the Conflict Prevention Centre supports all Executive Structures and field operations across the OSCE on matters regarding the operational aspects of communication and technology.

 
 
 
 
Tasks and Responsibilities

The incumbent, under the overall supervision of the Chief, Communications and Technology Unit, is responsible for the accomplishment and co-ordination of the following tasks:

  1. Liaising with other departments within the Secretariat and, in particular, the CPCs Operations Service (OS) and the Information and Communication Technology Service (ICTS), in addressing the technological needs of the OSCEs Executive Structures and Field Operations (FO's);
  2. Communicating with other Departments, Executive Structures and FOs on technologies such as surveillance and monitoring technologies, technologies pertaining to military-type operations or other specific needs to carry out their objectives and if necessary, travel to remote OSCE locations;
  3. Identifying, suggesting, designing and developing appropriate technologies and solutions as well as liaising with vendors and specialists as appropriate to conduct these duties;
  4. Training users, organizing User Group Meetings (UGM) and ensure discipline on the use of the technologies by improving procedures and protocols;
  5. Performing other related work as assigned.

Necessary Qualifications
  • First-level university Degree in in a technological field such as Telecommunications, Electrical or Electronic Engineering;
  • Minimum of four years of progressive experience in national or enterprise-level technological service;
  • Military experience desired especially in the field of surveillance technologies preferably in an international set up;
  • Computer literate with practical experience with Microsoft applications;
  • Professional fluency in the English language, both oral and written; knowledge the Russian language would be an asset.
