Within the Transnational Threats Department, the Action against Terrorism Unit (TNTD/ATU) acts as the focal point for OSCE counter terrorism activities. The Unit assists OSCE participating States in implementing anti-terrorism commitments, thereby enhancing their overall capacities to prevent and combat terrorism. The Unit currently consists of 10 staff members.
Under the supervision of the Senior Advisor on Anti-terrorism Issues, the incumbent will lead the implementation of the multi-year ‘Leaders against Intolerance and Violent Extremism’ (LIVE) Initiative.
This ExB project is the continuation of an ExB project launched in 2016 under which TNTD/ATU started the development and piloting of three LIVE training curricula tailored to youth leaders, women leaders and community leaders; emphasis was given to traditional and religious communities, as well as to accompanying tools to ensure selection of appropriate participants and support the outcome and evaluation of course delivery.
The current project “Implementation of the ‘Leaders against intolerance and Violent Extremism’ (LIVE) Training Courses” will support those training courses planned for 2018 – 2020, by: (i) establishing a cadre of LIVE facilitators through a series of regionally tailored train-the-trainer (ToT) seminars; (ii) leveraging and tailoring the #UnitedCVE campaign to enhance visibility and reach of the local initiatives generated by LIVE graduates; and (iii) providing overarching guidance and co-ordination in support of funding and sustainability of LIVE training and related activities.
Tasks and Responsibilities
The incumbent will act as a manager of the LIVE Initiative and lead in developing, implementing, monitoring and evaluating activities in support of the Initiative as well as provide advice to the project team. More specifically, the selected candidate will be tasked with:
Overseeing, co-ordinating and ensuring coherence in the implementation of: LIVE curricula; providing fundraising, budget formulation and advisory support (including trainer selection, contextual tailoring of curricula) to OSCE field operations and partners to bolster the scale and quality of training delivery, outcome and monitoring and evaluation;
Identifying and liaising with programmatic focal points within all executive structures and partner organizations regarding their participation in ToTs, planned training delivery and participant selection;
Ensuring alignment and synergies of the LIVE Initiative with other international and OSCE initiatives relevant to civil society roles in preventing VERLT;
Devising an outreach and partnership strategy and establishing partnerships;
Overseeing, and ensuring strategic and policy alignment of the communication component #UnitedCVE campaign;
Collecting and compiling, from various sources, information relevant to further development of developing the ToTs, their update and tailoring curricula and delivery; to ensure continued relevance. carrying out monitoring visits and evaluation analyses; for lessons learnt purposes;
Monitoring implementation of activities identifying any problems and taking corrective action, Exercising responsibility over the project budget;
Hiring, overseeing and approving the work of consultants working on the development, regional tailoring, delivery and evaluation of train-the-trainer courses (ToTs),
Preparing substantive and financial reports and liaising with donors as required;
Contributing to written output, e.g., speeches and talking points (for senior management), analytical notes, reports and input to reports on the LIVE Initiative as requested;
Representing, and delivering presentations on, the LIVE Initiative in formal and informal fora, meetings and discussions, inside and outside the Organization, as requested;
First-level university degree in international affairs, political sciences, sociology, psychology, international law, security studies or closely related field;
A minimum of four years of relevant professional experience in international affairs; previous experience with the OSCE or other international organizations, especially in project management and technical assistance is an asset;
Experience in multilateral affairs, project co-ordination and implementation is highly desirable. Practical experience in working for or in co-ordination with the UN system or other international organizations;
Planning and organizing skills with ability to multi-task and adhere to tight deadlines;
Demonstrated skills in managing complex project logistics, budgets and deliverables;
Professional fluency in English with excellent written and oral communication skills, knowledge of another official OSCE language is an asset;
Computer literate with practical experience in Microsoft applications;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds;
Experience in anti-terrorism-related technical assistance programmes and projects would be a distinct asset, in particular with regard to South-Eastern Europe and Central Asia resulting in an understanding of diverse political, religious and societal sensitivities and legal frameworks in these two regions and the resulting challenges and opportunities for civil society in P/CVERLT is an asset.

Monthly remuneration is approximately EUR 4,822 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
Appointments are made at step 1 of the applicable OSCE salary scale.
