Background

		This is an extra-budgetary position. The initial contract will be for one year, renewable until the project ends. The expected duration of the project is until December 2021 and the selected candidate should commit to being available for the duration of the project. The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate. The Office’s Tolerance and Non-Discrimination Department is currently managing large-scale, extra budgetary project - “Turning Words into Action” (WIA) which aims to ensure, that equal, inclusive and resilient societies across the OSCE region are free of all forms of discrimination and marginalization, and that civil society in the OSCE participating States can work effectively to advance democracy and human rights. ODIHR will therefore work with security and educational institutions in the OSCE participating States to provide effective responses to racism, xenophobia and discrimination focusing on three interconnected areas: 1. Capacity building for criminal justice and security institutions on issues related to countering racism, anti-Semitism, xenophobia, and all forms of discrimination; and for support to victims of hate crime, 2. Providing expert policy support and capacity building to government agencies responsible for hate crime data collection, monitoring of racism, anti-Semitism, xenophobia and all forms of discrimination and 3. Developing educational materials and raise awareness to counter intolerance and discrimination as well as commemoration and remembrance of the Holocaust. Tasks and Responsibilities

		Under the supervision of the Project Officer, the incumbent will contribute to the implementation of the project activities related to education and work with civil society, in particular: Co-ordinating the engagement, capacity-building, and coalition-building, and of engagement with national authorities and stakeholders on educational work to address hate crime, discrimination, and intolerance; Preparing, organizing and implementing project activities with a specific focus on the project’s education and civil society outcomes, an in particular: organization of meetings, seminars, workshops, roundtables and conferences, drafting agendas, preparing events materials and talking points, drafting criteria and terms of reference for selection of experts, maintaining an overview and first level review of their performance, analysing evaluation forms and follow up actions; Conducting research and analysis on human rights and tolerance issues, educational tools and good practices in all OSCE participating States, including compiling background information on other organisations’ capacity building and awareness raising efforts, highlighting relevant recommendations, drafting talking points and country papers on project related topics and activities; Liaising with international organisations, stakeholder communities within civil society and governments to implement activities, ensuring all diplomatic and religious modalities and sensitivities are respected; Ensuring appropriate management of the project documentation and co-ordination of education and civil society outcome-related activities with respective support staff for proper logistics, budgeting and communication.

Necessary Qualifications

		First-level university degree in international affairs, law, human rights, social sciences or other relevant field; At least four years of relevant professional experience in research on human rights and tolerance issues and/or implementation of training or awareness raising projects with civil society organizations, including at least 2 years of experience gained at the international level; At least one year of experience in project management, in particular donor-funded projects; At least one year of experience in organizing international meetings/conferences and events of capacity building nature and related to human rights/tolerance and non-discrimination; Proven experience of working with national or international experts and implementing partner organizations; Professional fluency in English, with excellent written and oral communication skills; Experience in integrating a gender and diversity perspective into tasks and activities; Computer literacy with practical experience with Microsoft applications.

Remuneration Package

		Monthly remuneration is approximately EUR 4,201 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System. Appointments are normally made at step 1 of the applicable OSCE salary scale.
