Background    
     
   

*This is a short-term position until 31/12/2019 with the possibility of extension subject to budget availability.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

 

Manifestations of discrimination and intolerance such as hate crime threaten the security of individuals and may give rise to wider scale conflict and violence that undermine international stability and security. OSCE participating States have thus made numerous commitments to combat racism, xenophobia, anti-Semitism, discrimination, and intolerance, including against Jews, Muslims, Christians, and members of other religions, and to prevent and respond to hate crimes.  Mandated to support participating States in this area and tasked to support civil society, the ODIHR works with government and civil society actors in the fields of coalition building, security, and education to address all forms of hate crimes and discrimination. This project will address the following key OSCE commitments:

 

  • Support OSCE participating States’ security institutions to provide effective responses to hate crimes and discrimination (MCD 9/09, 13/06, 10/05, 4/03, 6/02, 3/13);
  • Support OSCE participating States’ education institutions to address instances of discrimination, racism, and xenophobia (MC Declaration 8/14);
  • Build capacities of civil society to address manifestations of religious intolerance/discrimination and of racism and xenophobia (MCD 12/04 annex, MCD 10/05, MCD 13/06). 
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Project Officer, as the incumbent of the job of Associate Project Officer, Education/Civil Society you will perform the following functions and duties:

 

  1. Organizing meetings, seminars, workshops, roundtables and conferences with a focus on education tools and institutions and work with civil society to address hate crime, discrimination and intolerance;
  2. Conducting research and analysis on human rights, tolerance and non-discrimination issues including hate crime;
  3. Assisting in the organization of needs assessment missions to implement project activities related to education and work with civil society in relevant participating States;
  4. Preparing, organizing and implementing project activities with a specific focus on the project’s education and civil society outcomes;
  5. Providing support for financial, administrative and organizational activities related to the security outcome of the project;
  6. Performing other related duties as required.

Necessary Qualifications    
     
   
  • First-level university degree in international relations, human rights, social sciences, project management or a related field;
  • At least four years (full-time equivalent) of progressively responsible and relevant professional experience, including at least one year of professional experience at international level;
  • Proven experience of working with civil society organizations;
  • Proven experience of working with higher education institutions and educators;
  • Demonstrated experience in project management and monitoring, in particular donor-funded projects;
  • Proven experience in organizing large international conferences and events, particularly of capacity building nature and related to human rights/tolerance and non-discrimination;
  • Excellent oral and written communication skills in the English language; working knowledge of other OSCE languages would be an asset;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender and diversity awareness and sensitivity, and an ability to integrate gender and diversity perspective into tasks and activities;
  • Computer literacy with practical experience in Microsoft applications and internet.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 4,170 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
