Background    
     
   

This is an extra-budgetary position. The initial contract will be issued for a period of one year, with a possibility of extension subject to availability of extra-budgetary funds.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

     
Tasks and Responsibilities    
     
   

The Associate Legal Officer works under the direct supervision of the Chief of the Legislative Support Unit (LSU), in support of the activities of the project Strengthening Inclusive and Accountable Democratic Institutions in the OSCE Region. As the incumbent of this job, you will perform the following functions:

 

  1. Developing and implementing democratic law-making activities and projects in the OSCE region;
  2. Designing proposals and draft concept notes on democratic law-making activities, while monitoring and following related developments in the OSCE region;
  3. Raising awareness of commitments in this field among participating States and OSCE field operations with a view to obtaining requests for assistance;
  4. Participating in the drafting and review of preliminary and comprehensive reports on legislative processes;
  5. Developing and implementing a system whereby following up on LSU activities and assessing the impact of LSU legal reviews and legislative assessments would be institutionalized and synergized;
  6. Conducting research on tools and methodologies of other organizations in the area of follow up and impact assessment, and liaising with officials from international/partner organizations and OSCE field operations/institutions to this end;
  7. Systematically monitoring legislative reform affecting the rule of law and fundamental freedoms of the entire OSCE region;
  8. Providing support to other LSU activities by providing substantial input and assistance to the legislative database and reviewing the compliance of domestic legislation of OSCE participating States with international human rights standards, including OSCE commitments;
  9. Performing other duties relating to the work of the Unit, as required.

Necessary Qualifications    
     
   
  • First-level university degree in law, preferably with a specialization in human rights law or democratic lawmaking standards;
  • Minimum of four years of professional work experience in law, including public administration, two of which should have been spent on the international level;
  • Familiarity with legislative developments in the countries in the OSCE region;
  • Established  analytical, research, drafting and presentation skills;
  • Demonstrated project management skills and/or experience;
  • Knowledge of and experience with democratic lawmaking, and/or impact assessment processes, and evaluation processes, would be an asset;
  • Excellent written and oral communication skills in English and knowledge of Russian is an asset;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Ability to operate Windows applications, including word processing and email.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 4,170 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
