Background    
     
   

The Transnational Threats Department (TNTD) was created in the OSCE Secretariat by Ministerial Council Decision MC.DEC/9/11 with a view to ensuring better co-ordination, strengthened coherence of action, and more efficient use of OSCE’s resources in addressing transnational threats. It supports the Secretary General by functioning as the focal point of the Organization-wide programmatic activities that relate to countering transnational threats. TNTD further contributes to ensuring co-ordinated and coherent action across all three dimensions and among all OSCE executive structures, respecting the mandate of each.

The Border Security and Management Unit (BSMU), as part of the TNTD, provides technical advice and assistance to various stakeholders on a wide range of border security and management issues in accordance with the OSCE Border Security and Management Concept (BSMC).

The Associate Border Security Officer combines technical knowledge and experience with well-developed co-ordination and communications skills in formulating, promoting, and facilitating substantive advice related to national and inter-agency co-operation on border security and management issues. The design, development and implementation of border related projects and activities are key aspects in his or her collaborative efforts in enhancing border security and management among agencies and addressing emerging cross-border security threats.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Head of Unit and in collaboration with various stakeholders, the incumbent supports the objectives of the BSMU and is responsible for the following duties:

  1. Providing advice and technical expertise from a multi-disciplinary perspective on a variety of border security and management issues;
  2. Liaising with National Focal Points (NFP) on various relevant issues in the capacity of OSCE Focal Point in the OSCE Border Security and Management National Focal Point Network;
  3. Producing and distributing the NFP newsletter;
  4. Facilitating responses to queries and requests from members of the NFP;
  5. Contributing to the design, development and implementation of efforts and initiatives to foster cross border  co-operation, including anti-corruption initiatives and gender mainstreaming in  border security and management services;
  6. Monitoring and compiling an overview of border related activities by OSCE field operations and other relevant international organizations
  7. Drafting reports on specific border security and management issues as assigned;
  8. Developing and promoting good practices and lessons learned in border security and management in co-operation among relevant structures within the OSCE Secretariat and field operations;
  9. Performing other duties as required.

Necessary Qualifications    
     
   
  • First-level degree or equivalent from a law enforcement or border guard academy, or a university degree in security studies, political science, or international relations;
  • A minimum of 4 years of directly related professional experience working for a law enforcement or border guard agency, or experience working for a national or international organization or relevant non-governmental organization in border security and management-related issues;
  • Excellent written and oral communication and networking skills, with experience in managing a high number of contacts;
  • Demonstrated analytical and critical thinking skills as well as maturity of judgement;
  • Excellent knowledge of the OSCE and its area of operation. Previous work-experience within the OSCE is an asset;  
  • Understanding of the specificity and sensitiveness of border programme activities in the fields of Democratization, Human Rights, Security, and Rule of Law in countries of transition is an asset;
  • Computer literacy, with practical experience with Microsoft applications;
  • Professional fluency in English (both written and oral) and working knowledge of another official OSCE language;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into professional activities.
     
Remuneration Package    
     
   

Monthly remuneration is approximately EUR 4,831.22, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are made at step 1 of the applicable OSCE salary scale.
