Background    
     
    Free expression and free media are basic human rights. To ensure compliance with media-freedom commitments agreed upon by participating States, the Office of the OSCE Representative on Freedom of the Media (RFoM) was established in December 1997. The function of the Representative is to observe relevant media developments in OSCE participating States with a view to providing early warning on violations of freedom of expression. The Representative concentrates on rapid response to serious non-compliance with OSCE principles and commitments by participating States. In case of serious problems caused, for instance, by obstruction of media activities and unfavourable working conditions for journalists, the Representative seeks direct contacts with the participating State and other parties involved, assesses the facts and contributes to the resolution of the issue. Another task is to assist participating States by advocating and promoting full compliance with OSCE principles and commitments regarding freedom of expression and free media. Assistance is typically provided in the form of legal analyses of legislation, organizing conferences and roundtables during which best practices are shared and promoted, preparing topical publications and guidebooks on media freedom matters and providing training seminars for media and government officials.
     
Tasks and Responsibilities    
     
   

Under the overall supervision of the Representative and the direct supervision of the Senior Advisor, the Assistant Research Officer carries out the following duties:

 

  1. Conducting systematic monitoring and research on latest media freedom issues in South-East Europe and Turkey;
  2. Compiling background materials for interventions letters, PC reports, statements, etc;
  3. Translating relevant materials into/from English, Turkish/Bosnian/Serbian/Croatian;
  4. Assisting in preparation of special reports on relevant freedom of the media issues;
  5. Attending RFoM related meetings on request and taking notes;
  6. Planning and preparation of the 5th South East Europe media conference
  7. Drafting agenda, invitations, list of participants, media advisory, press releases, speaking points, background papers, bios and other necessary correspondence;
  8. Initiating and maintaining contacts with counterparts in OSCE executive structures, field operations, other international organizations and with members of relevant NGOs to ensure an ongoing flow of information in the field of her/his responsibility;
  9. Analysing available information in accordance with tasks deriving from the RFOM mandate;
  10. Preparing internal reports for the Representative;
  11. Preparing draft recommendations for clearance by the supervisor on the approach and action to be taken by RFOM on improved access to information through the use of new technologies;
  12. Drafting background papers for delivery by and correspondence for signature by the Representative;
  13. Performing other duties as assigned.

Necessary Qualifications    
     
   
  • First level university degree in political science, social sciences, history, journalism or related field(s);
  • At least two years of professional experience in the media field or with an international organization or a media-related NGO;
  • Good knowledge and understanding of the OSCE and mandate of RFoM;
  • Professional fluency in the English language and working knowledge of Turkish and languages of South-East Europe; knowledge of another OSCE language is desirable;
  • Excellent oral and written communication skills and good drafting ability;
  • Excellent organizational and time management skills;
  • Demonstrated gender awareness and sensitivity;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Computer/internet literacy.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 3,779, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
