This is a short-term position offered for approximately six months.
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR mandate.
The post is located within ODIHR's Project Co-ordination Unit (PCU) of the Direction and Policy Department. PCU supports all ODIHR programmatic Staff in the design, monitoring, implementation and evaluation of projects. It co-ordinates with ODIHR Senior Management, the Heads of Departments and Fundraising and Policy Adviser on response to funding opportunities; oversees the process of reporting to donors; handles communication with donors and maintains ODIHR’s project monitoring and evaluation system.
PCU requires support of a temporary Assistant Project Officer (P1) to support the Unit with systematizing the Office's monitoring and evaluation efforts, including data collection and the design of project management training modules.

Tasks and Responsibilities |

|
Under the supervision of ODIHR Project Co-ordinator, as Assistant Project Officer, you will fulfil the following functions in support of PCU's portfolio:
- Assisting ODIHR programmatic staff in completing commissioned project evaluations, including facilitating the selection processes of evaluators, liaising with evaluation consultants and contributing to the review of evaluation related documentation;
- Facilitating preparation for presentation of evaluation findings to relevant ODIHR staff and ensuring documentation and data collection related to organizational follow-up to evaluation findings are in place;
- Supporting PCU in the efforts to digitalize monitoring and evaluation practices via research, collection of good practices from across the OSCE and co-ordination with ODIHR departments;
- Co-ordinating the work of PCU Consultants, especially in relation to their effective co-operation with ODIHR departments for collection of comments and feedback, compilation of inputs and co-ordination of meetings;
- Supporting PCU and programmatic staff in regular data collection within the logical frameworks for ODIHR projects and contributing to the establishment of the systemic monitoring and data collection approach within ODIHR;
- Supporting programmatic staff in implementing regular project progress review meetings for their projects, including inviting participants of project monitoring meetings and contacting them as agreed;
- Ensuring that minutes of each project monitoring meeting, noting agreed follow up actions/need for supplementary information, are drafted and circulated to participants for comments; subsequently finalizes minutes for the file;
- Collecting, reading and analysing appropriate documentation, and ensuring that preparatory documents are distributed to participants in advance;
- Overseeing proper filling of relevant project documents, correspondence, etc.;
- Assisting Project Co-ordinator in reviewing donor reports;
- Supporting the design and use of visual data for the monitoring and evaluation training module for ODIHR staff;
- In co-operation with programmatic staff, formulating ExB project extension and reallocation requests and other such documents;
- Responding to internal requests for project related documents, monitoring and evaluation initiatives.

Necessary Qualifications |
|
|
|
|
|
|
|
- First-level university degree in law, international relations, social sciences, political sciences, or a related field;
- A minimum of two years of related professional experience in government, international organization or a non-governmental organization (NGO) is required, and experience at the international level would be considered an asset;
- Proven experience in project management, monitoring and evaluation is required;
- Excellent organizational and communication skills;
- Ability and willingness to work as a member of a multinational team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Professional fluency in English;
- Flexibility, ability to work under minimal supervision and deliver against tight deadlines;
- Computer literacy with practical experience with Microsoft applications.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to post adjustment is around EUR 3,180. OSCE salaries are exempt from taxation in Poland. Social benefits will include possibility of participation in the Cigna medical insurance scheme.
Please note that appointments are made at step 1 of the applicable OSCE salary scale.
