Background:

OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.

 

Duties and Responsibilities:

The incumbent is assignment to the Fund Administration Unit and works under the direct supervision of the Chief of Fund Administration (CFA) and in close cooperation with Senior Procurement Assistant. More specifically he/she will be tasked with:

  1. Raising Purchase Requisitions (PR’s) for assets, supplies and other goods or utilities in a proper and timely manner in accordance with the OSCE Procedures and Instructions.
  2. Checking the availability of requested items in the virtual warehouse and evaluating the cost-value justification for the requested items.
  3. Receiving, inspecting, verifying and ensuring timely and accurate entry into Oracle of all incoming and outgoing equipment, vehicles and vehicles radio communication, tools, materials, equipment and other assets and utilities.
  4. Maintaining proper and up-to-date hand-over documentation for incoming and outgoing equipment.
  5. Managing the OSCE fleet of vehicles; coordinating vehicle maintenance/repairs and reporting to the CFA any issues that require immediate attention or action.
  6. Conducting internal warehouse inventory inspections and verifying quantity and quality of all goods and utilities received from suppliers and vendors.
  7. Organizing and conducting annual physical asset inventory, recording all known facts regarding lost/damaged equipment and forwarding written report to the supervisors for further action.
  8. Performing other duties as assigned.

Required Qualifications:

  • Completed secondary education with formal training in commerce or another relevant field;
  • Minimum 3 years experience in administration, logistics and some experience in vehicle fleet management in a national or international organizations;
  • Computer literate with practical experience of Microsoft software packages. Knowledge and experience working with Oracle and MS Access database software would be an asset;
  • Excellent oral and written communication skills in English, Romanian and Russian languages;
  • Ability to work with people of different nationalities, religions, languages, and cultural backgrounds;
  • Resident of the Republic of Moldova;
  • Valid driving license, obtained at least 2 years ago.

 

Remuneration Package:

Monthly remuneration, subject to social security deduction is EUR 539.00. OSCE salaries are exempt from taxation in Moldova. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
