Background    
     
    OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.
     
Tasks and Responsibilities    
     
   

The incumbent is assignment to the Fund Administration Unit and works under the direct supervision of the Chief of Fund Administration (CFA) and in close cooperation with Senior Procurement Assistant. He/She performs the following tasks:

  • Raises Purchase Requisitions (PR’s) for assets, supplies and other goods or utilities in a proper and timely manner in accordance with the OSCE Procedures and Instructions.
  • Checks the availability of requested items in the virtual warehouse and evaluates the cost-value justification for the requested items.
  • Receives, inspects, verifies and ensures timely and accurate entry into Oracle of all incoming and outgoing equipment, vehicles and vehicles radio communication, tools, materials, equipment and other assets and utilities.
  • Maintains proper and up-to-date hand-over documentation for incoming and outgoing equipment.
  • Manages the OSCE fleet of vehicles; co-ordinates vehicle maintenance/repairs and reports to the CFA any issues that require immediate attention or action.
  • Conducts internal warehouse inventory inspections and verifies quantity and quality of all goods and utilities received from suppliers and vendors.
  • Organizes and conducts annual physical asset inventory, recording all known facts regarding lost/damaged equipment and forwards written report to the supervisors for further action.
  • Performs other duties as assigned.
     
Necessary Qualifications    
     
   
  • Completed secondary education with formal training in commerce or another relevant field;
  • Minimum 3 years experience in administration, logistics and some experience in vehicle fleet management in a national or international organizations;
  • Computer literate with practical experience of Microsoft software packages. Knowledge and experience working with Oracle and MS Access database software would be an asset;
  • Excellent oral and written communication skills in English, Romanian and Russian languages;
  • Ability to work with people of different nationalities, religions, languages, and cultural backgrounds;
  • Resident of the Republic of Moldova;
  • Valid driving license, obtained at least 2 years ago.

Remuneration Package    
     
    Monthly remuneration, subject to social security deduction is EUR 539.00. OSCE salaries are exempt from taxation in Moldova. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
