Background    
     
   

The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic in fulfilling its Economic and Environmental Dimension (EED) commitments. Particularly, it provides support to the Government of Kyrgyzstan in countering money laundering and financing of terrorism. The Office is establishing a roster of suitable international and locally recruited experts to be engaged in the implementation of the Economic and Environmental Dimension programme projects and to provide expertise in one or more of the following areas:

  • Countering money laundering and financing of terrorism (ML/FT);
  • Assessment and management of ML/FT risks at financial institutions;
  • Financial investigation and strategic analysis of ML/FT;
  • Identifying and analyzing risks in non-profit sectors;
  • Other areas relevant for good governance and countering money laundering and financing of terrorism.
     
Tasks and Responsibilities    
     
   

Under the overall guidance and supervision of the Programme Manager, the Consultant will provide consultancy/expertise and assist in the implementation of EED projects, particularly:

  • Assist in implementation of the project activities related to countering ML/FT within the anticorruption project;
  • Assist in monitoring and evaluation of governmental policies/action plans;
  • Draft analytical notes and reports including analysis of legislation;
  • Develop training modules and conduct training sessions;
  • Develop methodologies of research, collect data and/or conduct research.
  • Develop a methodology on sectoral risk identification and assessment of AML/FT;
  • Assist oversight entities on implementing the risk-based approach into oversight activities;
  • Conduct trainings on using the risk-based approach in oversight activities;
  • Develop a methodology on the application of the risk-based approach in oversight activities;
  • Conduct seminars for financial institutions and non-financial categories of persons on the topic of the implementation of the risk-based approach, as well as the identification of suspicious transactions;
  • Develop a manual on identification of suspicious transactions, and the criteria for identifying them;
  • Conduct trainings for all categories of financial institutions and non-financial categories of persons on AML/FT issues;
  • Conduct trainings on methods and special technologies of financial investigation, including detection of suspicious transactions related to misappropriation of funds in databases of procurement tenders, as well as other suspicious transactions on databases of cargo and passenger communications;
  • Conduct trainings on techniques and methods of strategic analysis (concept, methodology, approaches and use of technology in the systematic strategic analysis of financial flows and transactions);
  • Conduct a risk assessment of FT in the non-profit organizations sector;
  • Develop information and training programs;
  • Develop an action plan on addressing and mitigating identified FT risks in the non-profit organizations sector;
  • Conduct awareness-raising campaigns (round tables) on combating FT in the non-profit organizations sector in seven selected regional centres of the country;
  • Conduct trainings in the fields of computer technology, detection and investigation of crimes in the electronic payment system, cryptocurrency methodology to identify suspicious transactions and the identification of the end customer are planned.

Necessary Qualifications    
     
   
  • Higher education in Political Science, Social Sciences, Law, Economics, International Development or other related fields;
  • A minimum of three (3) years of relevant work experience in one or more of the above mentioned fields;
  • Good understanding of social, economic and political situation in the Kyrgyz Republic;
  • Experience in the legislative drafting or analysis is an advantage;
  • Work experience in completing consultancy assignments for the OSCE Programme Office in Bishkek and other international donor organizations and projects is an advantage;
  • Work experience in government bodies at national and/or local level is desirable;
  • Excellent analytical and writing skills;
  • Excellent skills in written and spoken Russian; working knowledge of English and Kyrgyz will be an added advantage;
  • Fully-computer literate.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
