Background | ||
The President of the Kyrgyz Republic signed a Decree on 12 November 2013 on eradication of causes of political and systemic corruption in government bodies. This decree sets as a focus the fight against corruption and eradication of causes of political and systemic corruption in state agencies and state-owned entities. The decree orders the Working Group of the Security Council of the Kyrgyz Republic to develop and submit a set of measures on eradication of systemic corruption in state bodies and state owned entities. In total there are 61 state agencies and state-owned entities that should undergo such review. So far the Working Group worked out and implemented 52 action plans containing also detailed anticorruption measures (also called Detailed Plans for eradication of corruption). These documents are mandatory for implementation by respective state bodies and state owned entities. Taking into account the positive experience of joint cooperation between the OSCE Programme Office in Bishkek and the Secretariat of the Security Council, and to ensure the continuity of the anti-corruption policy and the work on the formation and strengthening of an effective national anti-corruption system, the implementation of Presidential Decree "On Measures to Eliminate the Causes of Political and Systemic Corruption in government bodies" (12 November 2013), as well as the implementation of the Decision of the Security Council of the Kyrgyz Republic from 08.02.2018, the Security Council of the Kyrgyz Republic needs to hire 1 anticorruption consultant. The work of the consultants shall be directly supervised by the Secretariat of the Security Council and Economic and Environmental Dimension of the OSCE Programme Office in Bishkek. Objective The consultant in cooperation with the Secretariat of the Security Council shall contribute to conducting inventory of existing anti-corruption legislation to identify and eliminate conflicts, remove legal gaps and develop proposals for government agencies on "cross-cutting sectors" that are most vulnerable to corruption. |
