General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of six years of relevant professional experience in Geospatial Analysis (GA), and/or Imagery Analysis (IA) of military and conflict-related subjects
  • Thorough understanding of Electro-optical (EO), Infrared (IR) and Synthetic Aperture Radar (SAR) sensors including analysis of imagery obtained from these sensors
  • Experience in planning overhead and aerial imagery collection, preparing maps, charts, and reports
  • Experience in operational planning
  • Ability to work in a very dynamic and demanding work environment
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated strong organizational and communications skills
  • Good interpersonal skills and ability to establish and maintain effective working relationships with colleagues, counterparts and external partners and other stakeholders to achieve organizational goals
  • Professional fluency in the English language, both oral and written
  • Ability to operate Windows applications, including word processing, presentation, image, database and graphics management applications and email

Desirable:

  • Experience in using imagery exploitation software
  • Previous experience in working directly with Unmanned Aerial Vehicles (UAVs)
  • Working knowledge of the Ukrainian and/or Russian language(s)
  • Experience in working with international organizations
  • Familiarity with OSCE policies, procedures, practices and organizational structure
 
 
 
 
Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2016, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Potential applicants should be aware that this is a non-family posting.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Under the guidance and supervision of the Senior Information Management Officer and in close co-operation with the Reporting and Analysis Unit, the incumbent shall provide analytical support of overhead and aerial imagery developed by a variety of sensor types. These include Unmanned Aerial Vehicles (UAVs), satellite imagery and other electronic means deployed in the Mission area with the aim of supporting the Special Monitoring Mission's (SMM) monitoring capacity.

Specifically, the Analytical Support Officer:

  1. Researches, monitors and analyses imagery data from different sensor types;
  2. Prepares assessments of current short- and long-term trends based on collected data;
  3. Supports the Operations Unit and Reporting and Analysis Unit by providing recommendations to operational instructions and daily/weekly reports based on analysed imagery;
  4. Liaises and communicates with the UAV Team and providers of satellite imagery in order to support the operational planning process;
  5. Performs other duties as requested.
