Background

This call for applications is open for persons with citizenship of, or permanent residence in, the Republic of Serbia.

The OSCE Mission to Serbia supports institutional reform of teaching Serbian as a non-mother tongue in order to ensure the state language proficiency of minority community students, which is an elementary precondition for enrolment in different levels of education, access to employment and integration into the society. Following the earlier Mission’s support to the development of first ever standards for teaching the state language in schools, and the assistance in drafting the new corresponding curriculum and learning outcomes, the Mission will continue to support institutional efforts aimed at further enhancing teaching of Serbian as a non-mother tongue including through the improvement of instructional competencies among teachers. In 2018, besides supporting the engagement of teaching assistants in selected schools in multi-ethnic municipalities of Bujanovac and Presevo, in order to further assist teachers of Serbian as a non-mother tongue in enhancing their teaching competences, the Mission will organize Albanian language classes for them.

The Mission is therefore looking for an Albanian language teacher to deliver classes of Albanian language to teachers and teaching assistants of Serbian as a non-mother tongue in schools in the municipalities of Bujanovac and Presevo in order to support teaching of this school subject and contribute to development of teachers’ competencies relevant for better interaction with students and their better acquisition of Serbian language.

Tasks and Responsibilities

The Albanian language teacher will deliver an Albanian language course for two groups of teachers of Serbian as a non-mother tongue, as follows: four hours of instruction per week, in total 16 classes per month, for the duration of ten weeks (two and a half months). In particular, he/she is expected to conduct the following tasks:

  1. Develop a tailored  basic language course;
  2. Plan lessons and teaching materials;
  3. Mark and assess teachers’ and TA’s proficiency in Albanian language;
  4. Provide feedback to teachers and TAs on their progress and challenges;
  5. At the end of the assignment assess the Albanian language proficiency of teachers and teaching assistants;
  6. Keep regular attendance records;
  7. Work in close cooperation with the OSCE Mission to Serbia focal point;
  8. Draft the final report containing conclusions.

The Albanian language teacher will be deployed in Bujanovac.

Deliverables

By the end of the consultancy, the expert will produce the following:

  1. Delivery of up to 40 classes of Albanian language in the period 30 March – 15 June 2018;
  2. Prepared programme and material for Albanian language classes;
  3. Monthly records from conducted classes;
  4. Developed test for the assessment of teachers’ proficiency in Albanian;
  5. Assessment report on the teachers’ proficiency in Albanian language.

Necessary Qualifications

  • Citizenship of, or permanent residence in, the Republic of Serbia;
  • University degree in Albanian language and literature; 
  • Previous experience in teaching of Serbian or Albanian language is mandatory;
  • Familiarization with south Serbia environment and cultural background;
  • Good command of Serbian language and its grammar;
  • Good presentation and communication skills;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
  • Computer literature with practical experience in Microsoft package;
  • Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.

Remuneration Package

The expert will be employed for a period of 2.5 months, from 30 March 2018 to 15 June 2018 and will be remunerated at the rate of 30,000 RSD per month, to be paid in two instalments.
