Background    
     
    The OSCE Representative on Freedom of the Media (RFoM) observes media developments in all 57 OSCE participating States. She/he provides early warning on violations of freedom of expression and promotes full compliance with OSCE press freedom commitments.
     
Tasks and Responsibilities    
     
   

Under the direct supervision of Principal Adviser and in close co-operation with the Director of Office, the incumbent will perform the following duties:

 

  1. Monitoring media freedom issues and advising the Representative on FoM on policy matters regarding freedom of the media in the designated geographical area, maintaining country files, analysing national and transnational issues and developments, and developing proposals for action;
  2. Recommending the need and level for intervention directly to the Representative on FOM and to the Director, if needed;
  3. As focal point for the Office, monitoring, reporting and advising on a specialist topic on freedom of the media which will be assigned;
  4. Supervising the preparation and accompanying the Representative on visits to the countries in the region and to conferences elsewhere dealing with the designated region;
  5. Maintaining contacts with other relevant international organizations and NGOs with focus on above mentioned topics and regions;
  6. Closely co-operating with diplomatic representations of above regions to the OSCE;
  7. Preparing information materials and coordinating the publication of information resources;
  8. Performing related duties as assigned.

Necessary Qualifications    
     
   
  • First-level university degree in political science, history, law, journalism or another related field;
  • At least six years of relevant professional experience including practical experience in the media freedom advocacy field or related experience within the OSCE or another international organization;
  • Professional fluency in the English language; knowledge of other language(s) spoken in the OSCE region is desirable;
  • Computer literacy including experience in handling modern information technologies such as internet, etc.;
  • Competency in using the internet and social networks is essential;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 6,109, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
