Education:
Police administrative courses in relevant field and specialized subject area.
Experience:
Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area.

Mission Specific Requirements |
|
|
|
|

|
|
Additionally, this particular post has specific requirements:
Mandatory:
- Proven work experience in a recognized law enforcement agency in diverse policing roles including uniformed policing, border policing and criminal investigations (with emphasis on transnational threats, cross-border issues and organized crime;
- Demonstrated facilitation, coaching, negotiation, mentoring and mediation skills;
- Advanced problem-solving and decision-making skills;
- Effective oral and written communication and presentation skills;
- Ability to work on own initiative and with minimum supervision;
- Flexibility and ability to "multi-task" and work under pressure and with limited time frames;
- Ability to operate Windows applications, including word processing, e-mail, and presentation software (e.g. PowerPoint);
- Cultural sensitivity and judgment with ability to establish and maintain effective working relations with people of different national and cultural backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity.
Desirable:
- Previous working experience with an international organization and/or experience in field missions within the reform of democratic policing and training; particularly experience with implementation and management of policing in the wider field of security programs with focus on migrants, refugees, asylum seekers and displaced persons;
- Proven project management experience, in particular projects and/or activities to prevent and combat cross-border crime, including addressing conditions conducive to illegal smuggling and trafficking of human beings, both nationally and regionally;
- Knowledge of the local language or most common lingua franca spoken in the mission area.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the overall guidance of the Chief of the Police Development Unit and direct supervision of the Police Development Unit’s Senior Police Adviser, the incumbent:
- Where relevant to the subject of migrants/refugee security, assisting counterparts in identifying and analyzing emerging security issues and preparing Mission’s early warning reports;
- Serving as the contact point for requests relating to the implementation of OSCE/OSCE Mission to Skopje commitments on migration/refugee security and co-ordinating all Mission related activities; including developing a network of focal points within the Mission;
- Analyzing and monitoring public policy, legislation and practices in the Host Country related to migrants, refugees, asylum seekers and displaced persons focusing on trafficking human beings and organised crime groups, taking into account human rights, freedom of movement, police practices and good governance aspects within the human dimension to identify areas for improvements/remedial actions and provides recommendations to senior management on follow-up actions;
- Drafting and conducting necessary research for program and project proposals related to the migrants, refugees, asylum seekers and displaced persons portfolio of the position, including implementing or assisting in other Police Development Unit’s projects and initiatives, within the frame of the Mission's mandate and available resources;
- Providing recommendations to departmental / unit management, Ministry of Internal Affairs and other relevant partners on the analysis, development, implementation and evaluation of programs / projects related to the migrants/refugee security;
- Developing and maintaining contacts with partner organizations, migration experts, international organizations specialized on migration issues such as International Organization for Migration, organizations and specialized agencies of the United Nations, such as the United Nations High Commissioner for Refugees, the Council of Europe, other international organizations, as well as civil society and NGOs for the purposes of implementation of migrant / refugee related programs and projects and develop new areas for co-operation;
- Representing the OSCE/OSCE Mission to Skopje at national and international conferences, co-ordinatiing meetings of international organizations and other events on issues related to the migration/refugee portfolio, including organizing, facilitating and participating in various relevant forums to the issue of migrants/refugees security;
- Ensuring that human rights standards, principles of police ethics, gender mainstreaming and other internationally recognized standards are considered and incorporated in all activities;
- Supervising one (1) national Mission Member;
- Performing other related work as assigned.
