Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the OSCE/ODIHR must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. The ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law.

The ODIHR supports the 57 OSCE participating States and civil society in their efforts to effectively respond to hate-motivated crimes, to promote freedom of religion or belief, and to facilitate mutual respect and understanding. The ODIHR's work is focused on addressing specific forms of intolerance through multi-faceted programmes that address education, law enforcement, legislation, monitoring and the collection and dissemination of information. The ODIHR builds the capacity of civil society to recognize and monitor hate crimes and to work on developing effective responses in their communities.

 
 
 
 
Tasks and Responsibilities

Under the general guidance of the Head of the Tolerance and Non-Discrimination Department, the incumbent will be responsible for:

  • Providing advice and analysis on issues related to civil society relations and recommending interventions to the ODIHR management;
  • Developing, reviewing and managing projects aimed at raising the awareness of civil society on issues related to tolerance and non-discrimination and increasing their capacity to monitor, respond to and report on hate crimes and other forms of intolerance;
  • Designing and delivering training seminars for civil society on tolerance and non-discrimination issues;
  • Ensuring adequate participation of civil society in the ODIHR's activities;
  • Performing related duties as assigned.
 
 
 
 
Necessary Qualifications
  • University degree, preferably in international relations, political science, social sciences, law or other disciplines related to human rights;
  • A minimum of six years of progressively responsible experience at national and international levels in the human rights field;
  • Solid understanding of issues relating to intolerance and discrimination;
  • Demonstrated experience in project design and implementation;
  • Demonstrated experience in training design and delivery;
  • Ability to work with minimal supervision and under pressure;
  • Excellent written and oral communications skills in English; working knowledge of Russian is desirable;
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
