The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.
Tasks and Responsibilities
The Administrative Assistant will work under the Extra-Budgetary Project of “Supporting and Strengthening the Women's Resource Centres in Tajikistan”, 2nd phase. This is a general support function role supervised by the National Project Officer and if you are selected as the Administrative Assistant, you will perform the following duties:
Assisting on administrative matters and procedures applicable to the implementation of WRCs project activities;
Assisting, in cooperation with respective sections in the FAU, in researching and compiling information and data for the preparation of WRC project budgets and the drafting of financial reports and submissions for WRC management and/or donors (including quarterly, periodic and final financial reports, donor pledge acceptance, financial status related to donors’ pledge(s));
Assisting, in cooperation with respective sections in the FAU, in researching and analyzing data on the WRC’s running, communication, or, on request, other cost;
Supporting WRC project staff in raising purchase requests (PRs) and purchase orders (POs);
Ensuring that purchase requisitions for assets and supplies are submitted to FAU properly and in time, and that supplies for the WRC projects are replenished;
• Ensuring, in cooperation with respective sections in the FAU, proper implementation of the relevant internal OSCE policies and procedures in relation to transport matters for WRC vehicle;
Arranging, in co-operation with FAU, accommodation, coffee breaks, lunch and/or receptions for WRC project events;
Providing administrative and logistical support to field trips conducted within and outside Tajikistan;
Assisting, in co-operation with FAU, travel administration for WRC project visitors;
Providing administrative and logistics information to the network of WRCs;
Organising a comprehensive mail and filing system for WRC, and ensures WRC projects records management is in accordance with OSCE procedures (such as Financial/Administrative Instruction No. 3);
Drafting/responding to official correspondence on administrative matters on request from Programme Manager (also involves translation);
Dealing with scanning and copying the financial reports received from Implementing partners;
Performing other duties as required.
Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of Extra-Budgetary funds.
Secondary education supplemented by formal studies in office, trainings in economy and budget management, administration or accountancy;
Minimum four years of working experience in related field, part of which should preferably have been in an international environment;
Computer literate with practical experience in Microsoft software applications (Word-processing, e-mail, Access, Excel, etc.);
Proven experience in working in budgets and/or finance would be an asset;
Excellent written and oral communication skills in English, Russian and Tajik;
Ability to work with people of different nationalities, religions and cultural backgrounds;
Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.

Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
