Background    
     
   

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

     
Tasks and Responsibilities    
     
   

The Administrative Assistant will work under the Fund Administration Unit. This is a general support function role supervised by the Chief, Fund Administration Unit and if you are selected as the Administrative Assistant, you will perform the following duties:

  • Screening and checking for compliance all the documents submitted to the CFA desk for approval;
  • Contributing and be responsible for the planning and preparation of the FAU introductory briefings, Practical/Simulation sessions on OSCE administrative procedures;
  • Facilitating during FAU related briefings and trainings;
  • Coordinating relevance and appropriateness of all types of requests to FAU and CFA Office, streamlining interdepartmental communication. Consult on general FAU procedural issues;
  • Receiving copies of all correspondence directed to the CFA to ensure follow-up and appropriate actions taken;
  • Bringing important correspondence, events and other information to the attention of CFA;
  • Responding to official invitations on behalf of CFA. Drafting official letters and notes to the MFA and other Governmental and International Institutions/Organization, translating documents when required;
  • Responsible for Entering Purchase Requisitions (PR) in to the ORACLE system for CFA and  whole FAU;
  • Making arrangements for the CFA travels (visas, tickets and other related documents);
  • Assisting in arranging OSCE regional events, including seminars, visits of the OSCE officials to the country;
  • When required, performing interpretations from and to English, Russian as requested by CFA;
  • Back up for any General Service Staff member in FAU;
  • Replacing G-level mission members, while on leave or vacant posts, on the assumption of being competent in specific procedures of different FAU sections and trained for work in ORACLE Focal Point for the Technical support during FAU related visits;
  • Assisting Mission members with information about local area;
  • Providing requested help to all clients, mission members and visitors;
  • Other duties as required.

Necessary Qualifications    
     
   
  • Secondary education supplemented by formal training in secretarial/office administration, language training, HR, Accounting, law, social sciences;
  • Minimum four years of experience within administration, accountancy, procurement or personnel functions preferably in an international organizations;
  • Excellent written and oral communication skills in English, Russian and/or Tajik languages;
  • Computer literate with practical experience in Microsoft packages (Word/Excel);
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
