Background
     
   

Under the supervision of the Head of the Politico-Military Dimension (PMD), provides general assistance services and translation for the PMD staff and other OSCE Officials, manages and maintains filing systems, ensures confidentiality/security of OSCE documentation, in addition to performing administrative and clerical tasks when required.

     
Tasks and Responsibilities
     
   
  • Maintains OSCE’s general and essential document files; coordinates flow of documentation within the PMD unit; ensures absolute confidentiality and security of all records and sensitive materials;
  • Reviews incoming correspondence; composes and responds to a variety of in-coming written correspondence and phone calls in consultation with relevant team members, and in accordance with established regulations;
  • Coordinates documentation flow between HPMD and staff including periodic and special reports; ensures good professional relations are maintained with POiB counterparts through regular phone and e-mail contact; provides information regarding procedures and requirements for other staff including new staff in the department;
  • Compiles internal and other reports, and conducts information gathering exercises from PMD staff and other organisations, as and when requested.  Performs initial quality control and proofreading of those reports;
  • Updates and disseminates all POiB contact lists of International, governmental and non- governmental organizations including embassies and OSCE office coordinates;
  • Makes translation of  documents;
  • Arranges logistical arrangements for PMD staff when required;
  • Assists in the organization of seminars, conferences and meetings held by the Office including VIP visits to the PMD;
  • Schedules meetings with HPMD for foreign embassy, NGOs, other visitors;
  • Assists in travel arrangements (official Travel, home leave, visas, etc.) for International and National staff as well as visitors;
  • Travels outside of Bishkek as needed;
  • Performs other related duties as required.
     
Necessary Qualifications
     
   
  • Completed secondary education complemented by training in secretarial and clerical skills;
  • Minimum four years of work experience in secretarial/clerical duties preferably in an international environment; 
  • Excellent written and oral communication skills in English, Russian and local language;
  • Computer literacy with practical experience in Microsoft Office applications;
  • Established interpretation and translation skills;

Desirable:

  • Driving licence.

Remuneration Package
     
   

Monthly remuneration, subject to social security deductions is 780.58 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
