Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

 

ODIHR reports on hate crimes across the OSCE region and supports the 57 OSCE participating States and civil society in their efforts to effectively prevent and respond to hate crimes, and to facilitate mutual respect and understanding. ODIHR's work is focused on addressing specific forms of intolerance through multi-faceted programmes that address education, law enforcement and criminal justice, victim protection and support, legislation, monitoring and the collection and dissemination of information. ODIHR builds the capacity of civil society to recognize and monitor hate crimes and to work on developing effective responses in communities.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Head of Tolerance and Non-Discrimination Department, as Assistant Hate Crime Officer, you will perform the following functions:  

 

1. Supporting the implementation of Tolerance and Non-Discrimination Department (TND) capacity building on hate crime, in particular:

  • needs assessment and implementation of the programmes in collaboration with Hate Crime Officers,
  • acting as the ODIHR contact point with the implementing participating State,
  • delivering training sessions, workshops and other events, 
  • coordinating logistical issues including travel, interpretation, contracts with experts, 
  • monitoring the implementation and evaluation of TND capacity building on hate crimes,
  • preparing and drafting background documents, reports and overviews summarizing the hate crime situation in the implementing participating State,
  • ensuring advertising and promotion of the programmes;

 

2. Supporting the organization of large-scale OSCE events and conferences in which TND's support and contribution is required:

  • serving as the ODIHR Contact Point in the preparation of the events,
  • co-ordinating logistical and substantive matters related to the event,
  • providing support in the selection of speakers and moderators in the events, including co-ordination with them,
  • preparing and drafting background materials for events, including materials for distribution and information packages,
  • co-ordinating logistical issues including travel of participants, interpretation, and other, 
  • ensuring advertising and promotion of the event;

 

3. Monitoring issues of concern and trends, analyses information and writes background papers and reports on issues related to tolerance and non-discrimination, in particular hate crimes, by:

  • contributing to the preparation of annual hate crime reporting, 
  • performing relevant research, compiling information and coordinating with the Tolerance and Non-Discrimination Advisors and Hate Crime Officers, 
  • drafting activity/donor reports as appropriate.

Necessary Qualifications    
     
   
  • First-level university degree in law, international affairs, social or political sciences, public administration or other related field;
  • A minimum of two years of professional experience, some of which should have been gained at the international level;
  • Demonstrated work experience in the area of hate crimes;
  • Experience in organizing conferences and events at the international level, particularly related to human rights;
  • Experience in delivering training;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender and diversity perspective into tasks and activities;
  • Professional fluency in English, with excellent written and oral communication skills; knowledge of Russian language desirable;
  • Computer literacy with practical experience with Microsoft Applications.

Remuneration Package    
     
   

Monthly remuneration is around EUR 3,180, with the actual monthly salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
