Background    
     
   

This vacancy is open for the applicants with the citizenship of an OSCE participating State, excluding the Republic of Serbia.

The Office of the Head of Mission (OHoM) of the OSCE Mission to Serbia closely follows the political situation in Serbia and the wider South-Eastern Europe region. OHoM is the main communication channel of the Mission and its programmes with the OSCE Secretariat, OSCE institutions, international organisations and national stakeholders. Through its various units, it ensures adequate coordination and quality control of programs, policy, communication, political advice and reporting. To perform these tasks, the OHoM relies on its fixed-term staff, but on occasion also on experts possessing adequate expertise in the above-mentioned areas. To this end, the OHoM requires the services of an experienced expert, familiar with the functioning of front offices, co-ordination mechanisms, communication, reporting and political affairs.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Deputy Head of Mission, the consultant will be responsible for:

  1. Providing advice on policy and co-ordination to the Head of Mission (HoM) and Deputy Head of Mission (DHoM), advising on co-ordination and integrated processes within the Mission; facilitating the translation of the Mission leadership’s strategic vision and policy intent into viable tasks and priorities; advising on coherent and integrated communication and information-sharing within the Mission and between the Office of the Head of Mission (OHoM) and the Mission’s departments;
  2. Advising HoM and DHoM on a range of Mission activities, including mandate implementation, sensitive political developments, policy, planning, management and security issues; assessing their implications and providing appropriate policy options, recommendations and proposals in response to issues of strategic interest;
  3. Advising on feeding departments’ input into written material for HoM or DHoM and clearance of talking points, briefs, reports and letters to ensure quality and accuracy; providing input into the Mission’s budget documentation;
  4. Maintaining contacts with host country government officials, representatives of international organisations and the diplomatic corps in Belgrade; co-ordinating high-level visits;
  5. Advising on the co-ordination of work within the OHoM and its interaction with other departments, including through the development, implementation and periodical update of standard operating procedures;
  6. Participating in recruitment and selection boards as expert panel member, in the sense of Staff Instruction No. 17, para 8.6.5 and its Annex IX.

The expert will be based at the Mission, duty station Belgrade.

     
Necessary Qualifications    
     
   
  • Advanced university degree in political sciences, international relations or a related field;
  • Minimum 10 years of experience in multilateral organisations, providing support to senior executives;
  • Diplomatic experience or experience working in political affairs with international organizations or governments;
  • Proven experience in preparing analytical reports;
  • Excellent communication and drafting skills;
  • Demonstrated knowledge of political, security, economic and social issues in the Republic of Serbia and South-Eastern Europe;
  • Diplomatic and negotiating skills;
  • Professional fluency in English language, both oral and written, and working knowledge of the local language;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultant will be employed on a Special Service Agreement for a period of 2.5 months, and will be paid EUR 250 per day worked. Payment will be effected at the end of each month, depending on the actual number of days worked in that month.
