Background    
     
   

As part of the project “Strengthening the Rule of Law and Human Rights in North Macedonia”, the OSCE Mission to Skopje assists the national institutions in implementation and creation of policies and related infrastructure in the area of anti-discrimination, gender equality and gender-based violence against women as in line with the OSCE commitments. The host country ratified the Council of Europe Convention on preventing and combating violence against women and domestic violence (the Istanbul Convention) and the Government adopted the National Action Plan for the implementation of the Istanbul Convention 2018-2023.

The Mission, in co-operation with Disabled Persons' Organisations, will draft an analysis on women with disabilities as victims of gender-based violence, thus supporting the implementation of the Government’s National Action Plan for the implementation of the Convention on preventing and combating violence against women and domestic violence 2018-2023. The analysis will point out the main challenges in the prevention, identification, investigation and adjudication of cases of gender-based violence against women and girls with disabilities and shortcomings in services for these victims.

For the purpose of the above research and analysis, the Mission seeks to engage 2 (two) National Experts.

     
Tasks and Responsibilities    
     
   

As a team of two, the National Experts will be tasked to:

  1. Conduct research and analysis of the relevant national and international legal standards on gender-based violence against women and girls with disabilities including laws, strategic documents and related literature;
  2. Organize 9 (nine) online focus group discussions and up to 10 (ten) in-depth interviews with at least 100 women and girls with disabilities in total and produce report with main findings;
  3. Organize the assessment of the online questionnaire submitted to at least 25 institutions and civil society organizations working in the area of gender-based violence and produce report with main findings;
  4. Produce policy brief with an overview and advice on the best way to overcame the current situation;
  5. Develop and submit an analysis on prevention of gender-based violence against women and girls with disabilities in North Macedonia;
  6. Regularly coordinate with the Project Manager.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • First-level University degree in the areas of law, political sciences, or social sciences or equivalent experience in human rights;
  • At least 5 (five) years of relevant work experience in the area of anti-discrimination, gender-based violence against women and girls and protection of human rights;
  • Extensive experience in the field of discrimination on the ground of disability and inter-sectional discrimination on the grounds of disability and gender;
  • Extensive experience in research and analysis, drafting of policy documents and analytical writing;
  • Extensive knowledge of national and international legislation for protection of the rights of persons with disabilities, especially the UN Convention on the Rights of Persons with Disabilities;
  • Excellent written and oral communication skills, advanced legal drafting skill and great organization skills;
  • Fluency in Macedonian and English language, spoken and written;
  • Computer literacy;
  • Ability to work with minimum supervision.

Remuneration Package    
     
   

For the services provided, the contracted experts will receive honoraria in the amount of 100 EUR per working day for a total of 30 days each (3,000 EUR per expert).

Payment will be made in two installments, after the submission of the report from the focus groups and interviews and after the delivery of the text of the analysis.

The foreseen period of engagement is from June to October 2021.
