Background    
     
   

The OSCE High Commissioner on National Minorities (HCNM) promotes conflict prevention and integration of diverse societies. Among the tools that the High Commissioner uses are thematic recommendations to governments of OSCE participating States regarding the treatment of national minorities.

HCNM is seeking a motivated individual to join on a short-term basis to support the implementation of extra-budgetary projects related to its thematic work.

     
Tasks and Responsibilities    
     
   

Reporting to the Associate Policy Support Officer, the incumbent is responsible for organisational aspects of project-related activities. Duties include: 

  1. Participating in the planning of activities and events;
  2. Contributing to the development of project ideas and projects outlines;
  3. Organising the implementation and supporting the successful roll out of activities and events;
  4. Providing wider project management support (planning, contract details, etc.);
  5. Preparing invitations, agendas, and other materials for distribution;
  6. Facilitating the engagement and involvement of event participants;
  7. Inputting project-related purchase requisitions and completing payment request forms;
  8. Maintaining effective, solution-oriented working relations with internal and external partners;
  9. Monitoring and reporting on the status of payments and project related accounts; 
  10. Checking payment requests for correctness, adherence to agreements and regulations, and the adequacy of backup documentation;
  11. Logging, monitoring, and following up on service requests;
  12. Operating within the framework of OSCE regulations and instructions;
  13. Participating in and recording the proceedings of project-related meetings;
  14. Any other related duties as assigned.

Necessary Qualifications    
     
   
  • Completed secondary education
  • Four years of project management or relevant administrative experience, preferably in an international setting (a first-level university degree in a relevant field can substitute for two years of relevant administrative experience)
  • Computer literacy with practical experience in Microsoft applications, with knowledge of databases or ERP systems, such as Oracle, is an advantage
  • Professional fluency in English, including related drafting skills. Knowledge of one or more OSCE language would be an asset
  • Ability to establish and maintain effective working relations with people of diverse cultural and religious backgrounds, gender, and political views, while remaining impartial and objective
  • Proven interpersonal skills
     
Remuneration Package    
     
   

Monthly remuneration is approximately EUR 3250. OSCE salaries are exempt from taxation in The Netherlands. Social benefits include the possibility of participation in Cigna medical insurance.

Appointments are normally made at step 1 of the applicable OSCE Salary Scale.
