Background
For a number of years the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (Mission) continues to contribute proactively into the development of the security and public safety sector in Kosovo. As a part of its efforts to enhance capacities of local institutions in the area of hate crimes, the Police Development and Monitoring Section (PDMS) of the Department continues to facilitate activities to support the process of implementing Co-operation Agreement on Treating Hate Crimes in Kosovo signed by the KP, Ministry of Internal Affairs (MoIA), Prosecutor’s Office and Kosovo Judicial Council (KJC) in 2018. This agreement aims to increase hate crime data collection, improve the response from relevant agencies to potential hate crimes, and establish appropriate measures to prevent hate crimes.
In 2020, the Section also assisted KP working group in developing guidelines for responding to hate crimes. In 2021, following the development of KP guidelines on responding to hate crimes, the Section will support KP in introducing the new document to the field officers in all eight KP regions.
The Mission will also continue to support the MoIA in fulfilling its coordination role in implementation of Inter Agency Agreement on addressing hate crimes in Kosovo by organizing MoIA led activity. As such, the Mission will support conducting a victimization survey on hate crimes, which falls under MoIA responsibility under the Agreement.
Objective
To support the MoIA in implementation of its responsibilities under the inter-agency agreement in addressing hate crimes, as well as to assess hate incidents in Kosovo by the end of the year, the Mission will facilitate a complex survey targeting wide audience in mixed communities across Kosovo, with a view to providing a comprehensive report of the situation on the ground. The survey will provide an analysis of residents’ perception towards this problem and quality of response provided by law enforcement agencies. It will also help develop an understanding of prevalent trends of crimes/incidents motivated by bias, and identify gaps in response by law enforcement agencies, which will be addressed through future Mission advocacy.
In close co-operation and agreement with MoIA, this survey will be conducted in three phases, starting from March, and will be divided into three sub-activities/stages. This activity foresees several rounds of in-person consultations, which can be organized online if current COVID-19 related restrictions for in-person meetings and traveling to the Mission area are in place during the implementation stage.

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates
