Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The topic of peer violence has emerged as one of the most frequently mentioned problems among representatives of Municipal Safety Councils (MSC) with which the OSCE Mission to Serbia co-operates. With frequent mentions of this topic a need has arisen to gain an in-depth understanding of parents’ and teachers’ positions and views on safety of children. Based on the recommendations from the focus groups discussions that were organized in December 2019, the Mission decided to support designing and piloting activities for the parents of school children. The City of Belgrade’s Municipality of Zvezdara has been selected as the community for piloting these activities, as it has a very experienced and advanced MSC in that sense, which implemented “Promotion of culture of non-violence among school children in Zvezdara” in 2018 and 2019. The same activities would be introduced to a number of other Safety Councils in the following years, in order to be multiplied as a preventive activity in their communities, based on lessons learned in Zvezdara in previous years.

Therefore, the Mission requires the services of a consultant on peer violence prevention to conduct the piloting activities with a group of parents of schoolchildren in the municipality of Zvezdara. The aim of these activities would be to improve parental competencies and strengthen co-operation between the parents and schools in preventing peer violence. After conducting the piloting activities with at least twenty parents, the consultant will develop a guide on conducting peer violence preventive activities for school professionals and other interested parties.

     
Tasks and Responsibilities    
     
   

Under the supervision of the National Community Policing Officer, the consultant will be responsible for:

  1. Designing a set of peer violence preventive activities for parents in consultation with five schools in the municipality of Zvezdara (specifically, primary schools “Cirilo i Metodije”, “Marija Bursac”, “Veljko Dugosevic”, “Stevan Sindjelic” and “Dragojlo Dudic”) and the Municipal Safety Council of the Municipality of Zvezdara;
  2. Selecting a minimum of 20 parents as participants of the workshops, in consultation with the pedagogical and psychological services from the selected schools;
  3. Conducting entry interviews with each parent, explaining the goal and the methodology of work;
  4. Conducting ten workshops in total, for groups of up to five participants;
  5. Developing a clearly written and easy-to-use manual for school professionals and other interested stakeholders with direction and guidance on how to organize and implement activities for the prevention of peer violence and how to involve all relevant stakeholders, including parents. The manual should include (but not be limited to) the following topics: How to establish common values of non-violence in school and within the family; The parent-school relationship: collaborative or polarized; Conflict resolution styles; Position of the child in a peer group.

Both the meetings and consultations with the relevant stakeholders and the workshops can be conducted online or in person, depending on the epidemiological situation. In case of in-person workshops, the events shall take place in the premises of Municipal Voluntary Centre.

     
Necessary Qualifications    
     
   
  • Advanced university degree (MA or PhD) in Psychology;
  • Specialization in family/systematic therapy would be an asset;
  • A minimum of 5 (five) years of professional experience in family/systematic therapy;
  • Demonstrated knowledge and/or practical experience in tackling the problem of peer violence in schools, especially through preventive approaches;
  • Effective oral and written communication and presentation skills;
  • Previous experience in designing and delivering workshops and training on peer violence prevention;
  • Experience in facilitating the group processes;
  • Professional fluency in Serbian language, both oral and written;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national, social and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.
